NOW THEREFORE BE IT RESOLVED, by the Roseville City Council, to approve the <br />proposed agricultural research plots as a conditional use in accordance with Section § 1009.03 of <br />the Roseville City Code, subject to the following conditions: <br />a. The research plots shall be located generally as illustrated in the concept plan <br />reviewed with this application (i.e., the proposed office, laboratory, and <br />greenhouse structures are situated in the southwestern corner of the property and <br />the research plots are located north and east of the structures), although approval <br />of the conditional use is not conferring approval of the overall site plan. <br />b. The outdoor research and development activities shall adhere to the environmental <br />regulations established in § 1011.02 of the City Code. <br />c. All aspects of outdoor cultivation and research shall comply with all requirements <br />from pertinent regulating agencies, and industry best management practices <br />should be used. <br />d. Any exterior lights in or near the research plots shall adhere to zoning standards <br />for maximum light levels at property boundaries, even though such zoning <br />standards may focus on illumination of parlcing and pedestrian areas rather than <br />elsewhere on a site. <br />e. As part of the building permit process and necessary storm water design review, <br />the applicant shall work with City staff to meet the following requirements: <br />To help protect the water quality of Langton Lake, the agricultural research <br />plots shall be regraded to drain runoff towards existing public, or new, <br />storm water infrastructure. No constnicted outlets from this site will be <br />allowed to flow towards or into Langton Lake. <br />2. For any portion of the site that is not regraded or cannot be reasonably <br />regraded to drain runoff towards existing public, or new, storm water <br />infrastructure, with consideration given to preserving existing, mature <br />trees, the applicant shall go above any beyond Roseville's current standard <br />and treat the volume froin a 2-inch rain event. <br />f. Farm-type implements shall not be operated between 9:00 p.m. and 7:00 a.m. <br />The motion for the adoption of the foregoing resohition was duly seconded by Council <br />Member Etten and upon vote being taken thereon, the following voted iri favor: Laliberte, <br />McGehee, Willmus, Etten, Roe <br />and none voted against. <br />WHEREUPON said resolution was declared duly passed and adopted. <br />Page 3 of 4 <br />
