34 <br />35 Further discussion included an update on the water meter replacement project and <br />36 finalization of the procedure for those buildings with difficult physical access for <br />37 the city to their meters. <br />38 <br />39 Mr. Freihammer reported that the City's leaf pick-up program, in its final year in <br />40 2015, served 568 sites; stabilization of sites before winter by Chair Stenlund for <br />41 work near the Owasso conversion site, and reporting of the installation of three new <br />42 rain guardians or inlet devices to dissipate stormwater and collect sediment and <br />43 energy from streets that is proving more successful n rock filtration efforts. <br />44 <br />45 Mr. Culver reported on the road crew's pre-treating <br />for winter events predicted yet <br />46 this week. <br />47 <br />48 Transit Shelter Franchise Discussion <br />49 As noted in communication materials, Mr. Culver briefl orted on the current <br />50 transit shelter franchisee, OutFront Media, alerting the Cit that they would not <br />51 pursue extension of their franchise agreement set to expire in 2015. As a result, <br />52 Mr. Culver noted that the City is being offered the opportunity to purchase the <br />53 existing shelters at $1,000 each ($20,000 total) or the franchisee will remove the <br />54 shelters at their cost. Mr. Culver reported that the Qty Council would be asked to <br />55 make a decision on the purchase option at their November 30, 2015 meeting, and <br />56 advised that staff was looking for input on options from the PWETC as part of their <br />57 decision-making. Mr. Culver noted that one option was r the City is to purchase <br />58 only a portion of the eighteen of twenty currently in place, with two removed from <br />59 County Road B and S ing Avenue and currently stored in the Public Works <br />60 maintenance yard <br />61 <br />62CxistCing <br />r further reported t at Metro sit was not interesting in undertaking <br />63 elters either as they didn't meet their strict guidelines. <br />64 <br />65r disp ed a ma f s owing the locations of the shelters, clarifying that <br />66 the City owned three shelters as part of their Larpenteur Avenue Streetscape at <br />67 Hamline Avenue, Fernwood Street, and Lexington Avenue, currently owned by <br />68 OutFront, and intended to stay in place. <br />69 <br />70 Member Cihacek opined that the City shouldn't purchase the shelters unless their <br />71 general usage or ridership was significant (over 25 riders), based on maintenance <br />72 needs of the aging shelters and potential costs involved. Member Cihacek <br />73 suggested having the current franchisee remove the shelters at their expense other <br />74 than those three city -owned shelters identified by staff. <br />75 <br />76 Member Lenz sought clarification that the southbound shelter at Snelling Avenue <br />77 and County Road B would be replaced in the near future by a Bus Rapid Transit <br />78 (BRT) station, and questioned if the one in front of McDonald's near that location <br />79 would also be removed as the BRT station is installed. <br />Page 2 of 18 <br />
