The site in qaasti�on is a�78, 8q�J square foot parcel zoned <br />R-3, currently occupied by a 42-unit apartment building <br />built by Angelo Carbone in 1967. This building was part of <br />a larger planned unit development approved at that time, <br />though the only building constructed was the �12-unit <br />building. This development is one of the few apartment <br />projects in Roseville which has exterior garages. <br />2. The applicants have purchased the entire site, including <br />that portion occupi�d by the existing builaling and garages. <br />The total site is approximately 11 acres. The staff has met <br />with the applicants �requently over the past several months <br />reviewing projeeted pl�ns for the development. The proposal <br />is to construet a total of ?_T2 senior eitizens' lieing <br />units, whieh includes the existing 42-units which will be <br />substantially remodeled and incorporated into the overall <br />development plan. It became apparent earlier in the <br />discussions of the development proposal that the purchase of <br />the existing 42-units would considerably enhance the quality <br />and funetion of the total projeet. Thus, the staPf <br />sugg�sted this eonsideration and it was accomplished. An <br />important feature of the design is that the existing <br />at-surface garages will be removed and be replaced by a <br />garden courtyard in this portion of the site (oriented to <br />Hamline Avenue). You will note from the attached copy of <br />the zoning map, that the property is bounded by Hamline <br />Avenue on the east, the back yards of single family houses <br />fronting on Brooks Avenue on the south, a city park to the <br />west, several existing single family homes to the northwest, <br />and an industrial and limited business zone to the north. <br />3• Attached are copies of: the letter from the applicant to <br />Craig Waldren, Director of Economic Development; a sheet <br />describing the project data, two sheets describing the two <br />variances proposed, a letter from the Ebenezer Society who <br />
