The comprehensive plan indicates � desire on the part of the <br />City to add the ponding area on t�ie north part of the site <br />to the public park system. The applicants are prepared to <br />consider a dedication of the ponding area to t�e City, <br />p�nding agreements as to what might be constructe� around <br />the pond. T�ieir landscaping plan indicat�s the cor�struc�ion <br />of a pathway around �he pond, whi�h could be utili�ed by the <br />occupants of the seniQr citizens residence and the public as <br />a whole. We understand that one of the neighbors to the <br />northwest of the sa�e is concerned about the impact of such <br />a publie walkway around the ponding area. The Planning <br />Co�mission and Council may wish to discuss the public <br />dedication proposal with the applicant. <br />$. Another matter of some concern may be that of the methods of <br />screening the project tio the sauth, which is contiguous to <br />the back yard� of single family residential lots south of <br />the property. It appears some of the neighbors are in favor <br />of a fence and others are not. It may be he�pful to discuss <br />this �tem with effeeted neighbors at the hearing to better <br />ascertain an appr�priate solution. As in some cases in the <br />past9 it may be appropriate to request that the developer <br />reach a eonc�nsus with the individual property owners arzd <br />dedelop a landscape and/or fenci:.g program to satisfy these <br />needs. Sueh a plan could be left conditioned to approval by <br />the staff. The engineering staff has reviewed the <br />development propasaa and finds that the concept for <br />develapment is appropriate and w�rkable. A condition could <br />be attached to any ap�roval, however, pz^oviding for <br />engine�ri�� staff re�iew for utilities and grading. <br />9. It has been our �xperience that there is a growing need for <br />�eniQr citizens' aceommodation in the inner ring suburbs, <br />particularly in Minneapolis and St. Pau1. Most seniors <br />choosing to leave their single family residences desire to <br />locate within their commun�ty and, preferably, close to the <br />old ne�ghborhood. The provision for such optional housing <br />within the community, s�ch as Roseville, can prodide a <br />valuabl� service to its residenee. <br />10. The a�ahiCec� on this property, �ilo Thompson, has developed <br />a building concept that fits well on the site and provides <br />an enclosed envi�onment for the various elements of the <br />progr�m. He has worked cooperatively with the staff in <br />adjusting elements of the site to achieve what appears to us <br />�o be a very wnrkable and imaginative scheme. The <br />ac�uisition of the ariginal Carbone striucture and the <br />removal �i the original surface gara�es has b�en a <br />significant f'actor in producing the level of quality evident <br />in the total pr�o ject.. <br />
