� <br />Special City Council Meeting <br />Wednesday, December 16, 2015 <br />Page 9 <br />Councilmember Etten agreed with Councilmember Willmus' proposed revisions, <br />opining this wasn't a current problem and since the applicant didn't intend to cre- <br />ate a problem, there was no need to list it as a condition for approval. <br />Councilmeinber Laliberte agreed with striking the second part of that condition as <br />recommended by Councilmember Willmus. <br />General Councilmember Conunents <br />Councihnember Laliberte expressed appreciation for the applicant's narrative and <br />the dialogue with the Planning Commission, having reduced her questions with <br />that prior written input and verbal discussion. <br />Mayor Roe agreed that the applicant's narrative was especially good, noting that <br />some of those efforts had been brief from previous applicants in the past; but not- <br />ed the applicant in this case took the effort to explain the appropriateness of a <br />condit�onal use. <br />Discussion ensued related to the hours of operation for the greenhouse; with clari- <br />fication from staff that the greenhouses are not part of the Conditional Use appli- <br />cation, only outdoor storage. However, staff clarified that lighting would still <br />need to be addressed within the confines of the city's existing lighting standards <br />and would be ineasured at the applicant's lot line, similar to those of ballfields <br />and therefore controlled accordingly. <br />Willmus moved, Etten seconded, adoption of Resolution No. 11285 (RCA Exhibit <br />B) entitled, "A Resolution Approving Agricultt�ral Research Plots as a Condition- <br />al Use (PF15-024);" amended as follows: <br />• Condition C: revise to reac�: "All aspects of outcloor cultivation and research <br />shall comply with all requirements f�om pertinent regulating agencies, and <br />inclustry best managementp�actices shoulcl be usecl [��' -�M�•��� H�°��};�„'�, J <br />• Conclition E: substitute the following expanded language: <br />"As part of the Nec�uired building permit process and necessa�y sto�m wate� <br />design review, the applicant shall work with city staff to meet the following <br />�equi�ements: <br />1) To help protect the wateN quality of Langton Lake, the agriculture �e- <br />sea�ch plots shall be g�acled to drain �unoff towaNds existing PUBLIC o� <br />new storm wate� infrastr�ucture. No cor�structed outlets from this site <br />will be allowed to fZow towa�ds o� into Lang Lake. <br />2) For any po�tion of the site that is not re g�a�led or can't be reasonably <br />re graclecl to drain runoff towaNcls existing new PUBLIC storm wate�^ in- <br />frast�uctu�e WITH CONSIDERATION GIVEN TO PROTECTING <br />MATURE TREES, the applicant shall go above and beyoncl the city's <br />cur�ent standa�cl and tNeat the volacrne from a 2" Nain event <br />
