Planning Commission Regular Meeting City Council Chambers, 2660 Civic Center Drive Minutes – Wednesday, October 7, 2015 1. Call to Order 1 Chair Michael Boguszewski called to order the regular meeting of the Planning Commission 2 meeting at 6:30 p.m. and reviewed the role and purpose of the Planning Commission. 3 2. Roll Call 4 At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll. 5 Members Present: Chair Michael Boguszewski; Vice Chair Shannon Cunningham; Members 6 James Daire, Robert Murphy, Chuck Gitzen, James Bull and David 7 Stellmach 8 Staff Present: Community Development Director Paul Bilotta, City Planner Thomas 9 Paschke, Senior Planner Bryan Lloyd 10 3. Review of Minutes 16 September 2, 2015 Regular Meeting Minutes 17 MOTION 18 Member Daire moved, seconded by Member Cunningham to approve the September 2, 19 2015 meeting minutes as presented. 20 Ayes: 7 21 Nays: 0 22 Motion carried. 23 5. Public Hearings 24 Chair Boguszewski reviewed the protocol for public hearings and subsequent process. 25 a. PROJECT FILE 0017 26 Request by the City of Roseville for approval of amendments to City Code, Chapter 27 1011 pertaining to tree preservation, replacement and landscaping requirements 28 Chair Boguszewski opened the public hearing for PROJECT FILE 0017 at 6:30 p.m. 29 City Planner Thomas Paschke provided a brief history in revisions to the existing tree 30 preservation ordinance process to-date; and deferred to the City’s Tree Consultant, Ben 31 Gozola of Sambatek and Mark Rehder, Subcontractor and Consultant with S & S Tree for 32 a more detailed discussion. 33 As part of tonight’s review process, and as detailed in the staff report and attachments 34 dated October 7, 2015, Chair Boguszewski reviewed options for the Commission related 35 to this iteration of the revised Tree Preservation and Restoration Ordinance. 36 Mr. Gozola provided a revised draft ordinance (REVISED Attachment B) as a bench 37 handout, attached hereto and made a part hereof, with minor edits beyond the draft 38 included in the agenda materials, advising that he would speak to them as part of his 39 presentation. 40 Ben Gozola, AICP, Sambatek 41 Mr. Gozola provided a history of ordinance revisions to-date, including initial review by 42 the City County subsequent to their request for the Planning Commission to review this 43 latest version for their feedback.
