Putting himself in the place of those <br />858 <br />property owners, Member Bull stated that if the city now came in changing land use <br />859 <br />designation resulting in the property being worth half what it was, he would be very <br />860 <br />resentful, in addition to someone else dictating what you could do with your personal <br />861 <br />property. <br />862 <br />Member Bull stated the other piece he was looking at was with a denser unit count it <br />863 <br />would provide additional park dedication fees to fund local parks in that area, which he <br />864 <br />had heard were in much need of improvement. <br />865 <br />Therefore, Member Bull stated that he was not in favor of changing designation from <br />866 <br />HDR to MDR. <br />867 <br />Member Daire <br />868 <br />Member Daire opined there appeared to be two fundamental issues before the <br />869 <br />Commission: one being what designation is most appropriate for the neighborhood and at <br />870 <br />what level development will help achieve the community being sought; and second is <br />871 <br />how the heirs of the property at 3253 receive justice. Member Daire stated he found <br />872 <br />those to be the two distinct issues tied to the density of the property. Member Daire <br />873 <br />further opined that it was this requested action by the City of Roseville by designating or <br />874 <br />guiding this for HDR and subsequently changing zoning to reflect that that created the <br />875 <br />property value current in question. <br />876 <br />As noted by Mr. Runquist, Member Daire observed that apparently three offers had been <br />877 <br />received for this property that had each failed for one reason or another while designated <br />878 <br />HDR. While Mr. Runquist indicated the reason for their failure was due to this dragging <br />879 <br />on for so long and the heirs were dying, Member Daire opined that he was not sure that <br />880 <br />was a logical conclusion, but it seemed incumbent for both sides of the argument that the <br />881 <br />property be developed sooner rather than later, and if it happened relatively soon, should <br />882 <br />include both properties (3261 and 3253) for consistency with the surrounding <br />883 <br />neighborhood and single-family residential uses, which he found to be a lovely area with <br />884 <br />lovely homes during his personal visit. <br />885 <br />Therefore, Member Daire stated he found it incumbent on the city to encourage <br />886 <br />development of the property for MDR and to do so quickly allowing Mr. Runquist to get <br />887 <br />those monies to the remaining Henz heirs without further delay, even though this may <br />888 <br />reflect on and cause adjustment to those property values. Member Daire reviewed his <br />889 <br />projected calculations on those property values and per unit figures for what could <br />890 <br />develop there and balanced it with the ongoing property taxes being paid to current use. <br />891 <br />As someone personally dealing with his own end-of-life planning with his family, and <br />892 <br />being respectful of heirs, Member Daire opined that maybe having money now is worth <br />893 <br />more than not having it in the future. However, Member Daire stated that outside the <br />894 <br />Commission’s judicial role on land value, he thought it appropriate for the Commission to <br />895 <br />decide on and he would favor a change in the comprehensive plan and zoning <br />896 <br />designation to MDR. <br />897 <br />Member Gitzen <br />898 <br />Member Gitzen agreed with a number of Member Bull’s points related to private land <br />899 <br />rights. However, Member Gitzen stated he also agreed with Members Stellmach and <br />900 <br />Cunningham with their comments as to the overriding fit to the neighborhood and safety <br />901 <br />concerns, and therefore would support an MDR designation. <br />902 <br />Member Murphy <br />903 <br />Member Murphy stated he personally found this one of the more challenging decisions <br />904 <br />the Commission had been asked to make. Having attended the open house and <br />905 <br />personally observed the vitality of this neighborhood based on his residence in the <br />906 <br />western side of Roseville, Member Murphy noted his familiarity with that area and that <br />907 <br />particular corner. Member Murphy stated that he found these two parcels more in line <br />908 <br />with MDR rather than HDR designation, especially when taking into consideration the <br />909 <br /> <br />
