T0: <br />FROM : <br />Village Council <br />Village Manager <br />SUBJECT: Approval of Interchanges at Cow�ty Road B-2 and Snelling <br />and T.H. 36 and Fairview Avsnixe <br />1�s requeste� by the Cow�►cil, the Pui�lic Works Directar and myself <br />accompanied by Jon Roadfeldt, one of the affected neighbors, held a <br />meeting with Ell.sworth Johnson, District Highway Enginee r and Robert <br />I�tacDo�tald, Assistant District Engineer �n the propo�ed interchange at <br />T.�i. 51 and Cow�ty Road B-2. We asked i£ it would be ��ssible to re- <br />work the interchanges to permit all moaements to take place in the are a west <br />of Snelling Adenue. After explanation Mr. �nr�dfel�t agreed that it would be <br />in�ossible without takin g ou� the sautharly row of hou5es on the west side <br />of Snelling Avenueo This would mPrely �ransfer taking hou►es fmm one <br />si�ie of the str�eet ta the other. <br />�ie asked about signal� at the ramp entrance to County Road B-2 on the <br />east. The Highway Department indicated the signals would be installed <br />when the warrants were satisfied. liie Council recalls that waraants <br />axe cs~iteria which the H.ighway D�partment Sets forth for installation of <br />an� sigaal or �ign facility. <br />The Higharay Department will not permit access to County Road B-2 for a <br />dis�nce of ax least 300 feet on either sids of the bradge. Acces� to <br />Catnzty �toad B-2 will have to be east of the 300 foot distance. <br />The Highway Department agreed that fencing was desirable on the west <br />side of Snelling. Th�y indicated they would reconmyend installation of <br />fences from T.H. 36 north ta Snelling Curve. <br />The Highwa}� Department indicated it woul� attempt to do some screening bu� <br />�ould not promise screening. Screening is a fimction sep�rate from the <br />construction and is not controlled by the construction district. <br />The Highway Department indicated that they cannot tighten w the ramp <br />desigp without sacrificing ramp speed. lhey felt the ramp speed was very <br />important in that the distance from �he ran� off of Highway 36 to the <br />�o�nty Road B-� ran� is minimal and automobiles should maintaan speed as <br />muc;h as possible to forestall b acking up on Snelling Avenue. <br />Mr. Goldberg and I we� �atisfied that the Highway Department had studied <br />th� interchange design thoroughly and that it was the most a�vropriate for <br />tiYe location.. <br />We reca�d the Cof.mcil's approva� of �the intercnange. <br />January 26, I968 <br />
