Lund, �cecutive Secretary � <br />FR�+1. <br />SUBJE�T: Routfc�g of Electricai Transmis�ion Lines in the Metropolitan <br />Area <br />Afi the Board of Directors meeting on June 29, 1967, the B;ard adopted <br />the four recommendations contained in the report of the Intergoverc�mental <br />Relations Comm�ttee concerning the proposed service� and activiti�s <br />of the Metropolitan Section. One of these recomm�v:Gatfon� pertained to <br />the routing of electricel transmission lines in t}�;�e metropolits�n area <br />and read as follows: <br />� "That the Metropolitan Section attempt �o obtain a thorough <br />aald cemprehensive rev�e�v of the problem� arising frc�n the <br />locaiion of the electrical transnission lin�s which will <br />encircle the metropolitsn area by the i.nterested parties, <br />i.e. tt�e munfcipalftie:a which will b� crossed by the trans- <br />mission lines, the Metropolitan Plan�ing Comnissian, and <br />the Northern States Power Company�" <br />;� i <br />a= � � <br />j"=: . <br />The balance of this memorand�mn is intended as a�eport of the findings <br />and conclu�ior�s of the st�ff rmade in the course of atteQnpting to <br />3mplemen� this rec�amendatf�on. <br />I)uring the pre3.iminary investigation into this prablen, two general <br />conclusions became quite obvious. First, as of Jctne, 1967 the <br />Northern States Power Company fel� it was already too lafie to review <br />the problems aris�.ng from the locatian cif tY�ese electrical transmission <br />Iines, since agre�nent had alread� h��n reach,��l vaith a number of <br />comnur►ities and construction had� started on certain parts of the line� <br />Second, the possibility of placing such transmission lines underground <br />is not a res3��*ic one because of the technical prablems whieh would <br />have to be solvec: and because of the prohib3tive eost of such an ende�vor. <br />Thus, it became evident at an early date that it was impossible to <br />im lement the s eci€ic course of action ado ted b the Board oi Directors. <br />However, it ecame equally obvious that the present machinery or <br />determining the loeatiom of such transmission lines is grassly i.nadequate <br />and that some iype of c�orrective legislation sh�uld be progos�d at <br />the next session of the Legislature. <br />At present there is no ispecific legislative fr�nework within wr�ich �he <br />negotiai�ions between N.JS.P. and the effected municipalities take plaee� <br />N.S.P. ha� the power of �►inent damain and exerc�.ses this power in <br />acquiring and construct:[ng transmzssion lines thxough municipalities. <br />Exaet�.y what �oVaers muri:Cci�a� ities have with respect to the canstructian <br />and routing of such traiismission iines has never been determined in <br />a court of law. kIoweve3�, the�e seems to be general agre�nent in legal <br />3 <br />t <br />� <br />Stsw��, . . _. .. <br />� <br />�y <br />4 � <br />/f' . <br />
