I

LJ

L

- J

L.:'

I. INTRODUCTION
The Comprehensive ;velopment Plan for Shoreview is presented to the citizens
for ;heir use in guiUing the proper and orderly oevelopment of the community.
In $horeview, as in nearly all urbcn areas in thE Stote of Minnesota, it is
realized that plannng for sound physical, social, economic, and culfural
environment is necessary in o;der to keep pace with changing urban needs.
7he comprehnsive plan will be utilized as a framework for making day-to-day
develapment deisions affectin the civic environment. Most communities
ow realize thct planninr is a necssary alteriative to piece-meaf and haphazard
growth. Cmprehensive pianning is a process by which all of the planning for
individual public and pri•ate de•,elopments is coordinated and guided so that
the proper reiation:ps ae estalishd and develapment cnfficts are reduced
fio minimum.
The planning proces is designed to create and maintain a more efficient and
satisfactory urban environment. The planning 'unction of local government
involves a continuous program of organizing, developing, and execu'ian
of d comprehnsive plan for the maintenance, development, and renewta of
Shoreview. The plans created are not intended to be rigid blueprints; they
are interded to be flexib4e guide-lines for maicing decisions which reflecfi
lacal goals ond objectives. The Comyrhensive Development Flan for land
use, transportation, and community facilities wil 6e amended from time-to-
time as the need arises to make improvemets in the light of changiny needs
and conditions,
Although it i natural for individuais to seek free rein in deveioping their
property and indeed, certain rights are granted and guaranted by our con-
stituS-ion, it is also preeminently human to establish patterns af order that
make our collective life mare manageabie, more meanirgfui, and more
richly satisying. F(urnar achievement in an urban environment demrnds
tfat mer have a snse of order bcui- their affairs. Since so many Amerieans
now live in, or near cities, they cannot hope to rneasure up to thir fufleSt
stature if they -re to be aught up in conditions imosed by iack of foresight.
jBased upon an editorial printed in fihe Meabi Daily News,
Virginia, Mn;sata, Tuesdy, December 20, 1960
