INTRODUCTION <br />The Comprehensive ��;velopment Plan for Shoreview is presented to the citizens <br />for ;heir use in guiUing the proper and orderly oevelopment of the community. <br />In $horeview, as in nearly all urbcn areas in thE� Stote of Minnesota, it is <br />realized that plann�ng for sound physical, social, economic, and culfural <br />environment is necessary in o;der to keep pace with changing urban needs. <br />7he compreh�nsive plan will be utilized as a framework for making day-to-day <br />develapment de�isions affectin� the civic environment. Most communities <br />�ow realize thc�t planninr is a nec�ssary alteri�ative to piece-meaf and haphazard <br />growth. C�mprehensive pianning is a process by which all of the planning for <br />individual public and pri�•ate de•,�elopments is coordinated and guided so that <br />the proper reiation�:��ps a�e esta��lish�d and develapment c�nfficts are reduced <br />fio � minimum. <br />The planning proce�s is designed to create and maintain a more efficient and <br />satisfactory urban environment. The planning �'unction of local government <br />involves a continuous program of organizing, developing, and execu�'ian <br />of d compreh�nsive plan for the maintenance, development, and renewta� of <br />Shoreview. The plans created are not intended to be rigid blueprints; they <br />are inter�ded to be flexib4e guide-lines for maicing decisions which reflecfi <br />lacal goals ond objectives. The Comy�r�hensive Development Flan for land <br />use, transportation, and community facilities w�il 6e amended from time-to- <br />time as the need arises to make improveme��ts in the light of changiny needs <br />and conditions, <br />Although it i� natural for individuais to seek free rein in deveioping their <br />property and indeed, certain rights are granted and guarant�ed by our con- <br />stituS-ion, it is also preeminently human to establish patterns af order that <br />make our collective life mare manageabie, more meanir�gfui, and more <br />richly satis�ying. F(urnar achievement in an urban environment demr�nds <br />tf�at mer have a s�nse of order �bcui- their affairs.
