INTRODUCTI�N <br />, The Comprehensive Development Pl�n for Shoreview is presented ta the citizens <br />for their use in guiding the proper and orderly development of the community. <br />In Shoreview, as in nearfy all urban area; in the State of Minnesota, it is <br />� realized that planning for sound physical.. �oc�al, economic, and culfiural <br />environment is necessary in order to keep puce with changing urban needs. <br />� <br />� <br />� <br />L:_! <br />� <br />�� <br />' <br />� <br />, <br />� <br />� <br />� <br />� <br />The comprehensive plan wil! be utilized as a framework for making day-to-tltty <br />development decisio�s affecting the civic environment. Most communities <br />now realize that planning is a necessary alternative to piec�-meai and haphazard <br />growth. Comprehensive planning is a process by which �all of the planning for <br />individual public and private developments is coordinated and guided so that <br />the proper �elationships are established and development conflicts are reduced <br />t�o a minimum. <br />The planning process is designed to create and maintain a more eFficient artd <br />satisfactory urban environment. The planning function of 1oc41 government <br />involves a continuous program of o�ganizing, developing, and execution <br />of a comprehensive plan for the rnaintenance, development, and renewal of <br />Shoreview. The plans created are not intended to be rigid blueprints; they <br />are intended to be flexible guide-lines for making decisions which reflect <br />local goals �nd objectives. The Comprehensive Development Plan for land <br />use, transportation, and community facilities will be amended from time-to- <br />time as the neec� arises to make improvements in the light of changing needs <br />and conditions. <br />Although it is natural for individuals to seek free rein in developirtg their <br />prope�ty and indeed, certain rights are granted and guaranteed by our con- <br />stitution, it is also preeminently human to establish patterns of order that <br />make our collective life more manageable, more meaningful, and more <br />richly satisfying. H�man achievement in an urban envi�onment demands <br />that men have a sense of order about their offairs.
