<br />in this area. The State has agree� in this peculiar case to canstruct
<br />t;;1e �urning movements into Albert Street �rom Highway �6 with a :
<br />�c�ntinuation of the movements to Hamline via Comme�ce Str�et. �uring
<br />the process of these nego�iations with the Highway Departmant it was
<br />repe��:tedly emphasized that the land was zoned limit�d busi�ess (B-1)
