Franke Dutke from the First National Bank of <br />St. Paul, and David Guning from Briggs and Morgan, were in to discuss <br />the development of Leonard Vanasse's property, north of County Road C, <br />contiguous to the west boundary of the City (2545 West County Road C). <br />Nir. Dutke �xplained that title to the land and the existing building <br />is being transferred to the Fi rst Bank in settlement of certain debts. <br />They are, therefore, conce rned with the proposed program to construct <br />a cul-de-sac and plat the five lots as approved by the Planning <br />Commission at its last regular meeting. David Drown explainec7 the <br />procedure for the City's improvements for the street and utilities. <br />We discussed the de velopment potential, whi ch includes the long strip <br />of land that now se rves as access to the existing structure. All agreed <br />that the proposed development plan is the best snlution. They, however, <br />are atitempting to sell the proper�y at this point, which cr�ates problems <br />of coordination and commitment to the Plat and csl-dE-sac development <br />concept. We empha�ized the prr -P attem�ting to retain the existing <br />situation (without the cul-de-sac) for an eactended period oE tim�. This <br />relates also to the te�orary sewer service bei.ng provided now by the City <br />of St. Anthony. 'I'hey indicated their interest in pursuing th� cui-de-s�c, <br />and at the same rime, attempting to finalize the sale, hopefullf �aking <br />the5e conditions into account. They will kee� in tauch as dn ve].opments <br />proceed. <br />5) Martin - 483-3128. We have had previous discussions with represent�atives <br />of Dr. Markin, wl�o has a house on Lake Owasso, and desires to expand his <br />garage facilities. Rather than propos� a second garage with zero setback <br />off Owasso Boulevard, he now proposes to construct a 5econd gar7g� �ha� would <br />conform with se�back requir�ments. This garagc would be a 22� x 22' accessory <br />building, wt�ich sti11 would be in front of his house (betw�en the house and <br />the road, but set back more than th� requir�d distanc�s} . W� ac�ree this <br />could best be handled as a minor variance, and by processing through the <br />Council under the Shoreline Development Pexmit regulations. <br />6) Junc� - 488-0980. Dick J;�ng an d Dave Olson, from the Moose �,odge, along with <br />Gordie Elowe, real estate agent, were i.n L-o discuss th� rezoning and dcvelop- <br />ment nf the Richter site, northwest corner of Rice Street and Tti 3G for a <br />Moose Lodge facility. They indicated their intent to �ix uP ti�e old hous� <br />and use £or a clul� hous�, and perhaps build a new Glllul'lOUS� facility in the <br />future. W� explained the requirements £or parking lot canstruction, and �t',i::� <br />requirements with r�spect to utilizing the existing structurc. We expressed <br />concern about the possibili�ies of rezoning the lancl comrr►�rcial, given it� <br />r�latioi�ship �o the land to the north, zoned R-G (behind tiie Country iCitch�n <br />restaurant). W� have discussed tl�e intent,�reviously to comUine these 4:wo <br />properties to as to be able to do a good medium-density development. Gordie <br />Howe told us at the meeting that he doubted the organization's financial <br />ability to do this right, and was concerned about their ability to accomplish <br />the project. We pointed out that inasmuch as most of the land is shown as <br />medium-density, that a revision to the comprehensive plan woulci have ta be <br />accomplished first in order to ultimately rezone the land to th� limited <br />business district required. <br />
