• MEMORANDUM <br />DATE: March 28, 1991 <br />TO: Steve Sarkozy <br />FROM: Philip Carlson <br />RE: PLANNING OFFICE HOURS, March 27, 1991 <br />1. Joel Hewi�t, Fi.re Chief (636-3988) <br />Joel came in to begin discussion on the neec� for new fire station <br />locations. The crew at the present station on Fairview north of <br />�ounty Road B-2 has trouble durinq rush hour, when it is difficult <br />to �get volunteer fire fighters into the station and then out on a <br />call in a timely fashion. He suggested it might be possible to <br />locate a new station south of Highway 36 on Fairview (perhaps on <br />the Corpus Christi sit�) and anorher in the Twin Lakes area. 'These <br />locations �w�ould put the stations nearer residential neighborhood�, <br />where the volunteers live and where most fire calls are located, <br />ins�ead of in the Rosedale area, which i.s predominantly commercial. <br />� The c�arrent situation is not a crisis, but the Chief �anted to <br />begin th� process in an orderly fashion. We explair�ed that there <br />are a number of factors that City staff or consultants could assist <br />with: fire response time studxes (done gor other �ities by DSU), <br />trai�ic studies (currently being done for Roseville by BkW), site <br />s�lec;tion, or communicatinn with the neighborhoods znvalv�d. <br />Other issu�s a�fecting the location anci ne�d for futur� fir� <br />st�ti�ons are the merger discussions wit� F�lcon Heights and the <br />cooperative arrangement wiith St. Anthony. The Chief said h� would <br />organiz� information anc� a committee within his department and get <br />back to us when he wanted ta pursu� the process further. <br />2. Mr. and Mrs. Roy Struble (489-1137) <br />The Strubl�s had ju�t re�eived preliminary plat approval from the <br />City Council �or their lat subdivision on McC�rron Blvci North, bu� <br />were considering whether there might be ano�her solution to th�e <br />layout o� their lots whxch would avoid problems wi�h their <br />neigt�box, Paul Adams. The approved plan included thr�e lots: their <br />home lot, a new s�andard lot, and an outlot abutting Mr. Adams' <br />property which would gain access from a future cul-d�-sac on the <br />Adams parcel. Mr. Adams had objected �o the plat at th� Council <br />meetinq sayinq that requiring him to give iuture access to the <br />outlot would limit his options. Th� Strubles asked us i:E they <br />� might be allowed to offer a plat featuring two flag lots, instead <br />of th� one standard lot and an outlot. The standard lot already <br />approved does not have sufficient frontage for two full lots, but <br />
