MEMORANDIIM
DATE: November 14, 1991
T0: Steve Sarkozy
FROM: Phil Carlson
RE: PLANNING OFFICE HOURS, November 13, 1991
1. John Goedeke, Acting Planning Commission Chair
Since Chairman DeBenedet is out of town, w reviewed the planning
files with Mr. Goedk for tonight's Planning Commission meeting.
2. Karen Christofferson, St. Pau Area Assoc. of Realtors
Ms. Christofferson reviwed with us her L•forts in okher cities
concerning real estate signs and housing maintenance programs. She
worked with Cottag Grove to stablish a setback for "P'or Sale"
signs that was easi.ly undcrstood. Th setbck is from th sreet
curb line, nd nol: the roperty line, making it easier for
homeowners nd realtors to comPly with th sCandard.
We discuss@d vaious approaches ro liousinc maintnaic as wll.
Some programs simply involve an inspctaon and disclosure of
certain maintennce iems, wih no requirement L•o fix t;hm. This
leaves it up to the buyr and se11r o settle it as they please.
Other progrms xguire he ndd repirs to le mad as a condiCion
of th closinc. Whil Ms. CtristoEfrson suportd the id of
aggressive llousinc minnancP, h blivd tha "poin-oE-
transfer" progrms wer not the best pProct, since hy may
actually discourage mainnnce by scaring prospcive seller, and
only involve the 3$ oL• homs ueing sold in givn yar.
She will snd us inEormion 4n various programs in ohr ciis,
and we will. repre a summary for the Deembr Plnning Commission
meeting.
