•
M E M O R A N D U M
DATE: July 16, 1990
TO: Steve Sarkozy
FROM: John Shardlow
SUBJECT: PLANNING OFFICE HOURS, June 27, 1990
1. Hurley (333-1663)
Tom Hurley, his architect and contractor were in to present and
discuss their proposal for accommodating FINA signage at the
Lexington Shoppes Shopping Center. Last week, they presented a
revised site plan and conceptual elevations for the canopy. The
modified site plan illustrated a canopy redued in size, which
conformed with all applicable setbacks. Zie architectural
detailing of the canopy had not been worked out at that time and
that is what they returned to discuss this morning.
The proposed plans for the canopy call for the band alon the
face of the roof to match the material of the sign band on the
main building. This is a drivet (industrial strength stucco)
that will wrap around under the canoy as well. The dark metal
band along the roof line of the center has to be carried trough
to the canopy as well. The posts supportinq the canopy ar to
match bot the calor and the style l.ines of the main center. All
of these elemens are appropriate and will serve to tie the
canopy architecture to the main building.
There is an issue related to signage for the FINA station. The
center devlopers had assumed that the FINA name and racing
st:ipes could be located on the caopy. They proceeded on this
assuption and represented this to FINA in their negatiations.
Wen they began to discuss the plans for the building permit for
the aanopy, they were informed that Roseville did not permit
signaqe on canopies. They reorted this information to INA nd
this prompted FINA to request a pylon sign to identify their
business.
The praposed pylon would conform to all code requirement, but,
it was not shown on the pproved planned uni devlopment site
plan. This will require an amendment to the conditional use
permit for the site plan and it will need to be reviewed by the
Planning Commissio and City Council.
The City has allowed other service stations to put architQctural
detailing, stripes, etc. on canopies. It is already the intent
to allow FINA to ut their ri stipes on th canopy and it
could be argued that it would be a nt benefit to the ity to
simply allow FINA to be identified on the canopy and avaid he
need for a pylon sign to identify this business. This do4s rais
the issue of setting a precedent with respect to signage on
