� <br />• <br />P lannin Of f ice Ho�s <br />9 <br />June 11, 1986 <br />Page 2 <br />Ron Erickson presented plans indicating a two phase potential <br />development, the first of which would replace the existing <br />greenhc�.se structures with a permanent building. We discussed <br />the potential use of the site for ultimate redevelopment as a <br />part of the extension of the tax increment distri.ct currently <br />in effect to the south. We noted that it is a question of <br />time before the use of the property that the Johnson Brothers <br />occupy may well be better used for more intensive uses. In <br />the meantime, the Johnson Brothers people find this location <br />suited to their needs, and they wish to replace the <br />antiquated greenhouses with a permanent structure. <br />It was noted, it is in the City's interest not to spend too <br />much money on this site, so that we have to buy more <br />ultimately in the future. We also noted tha� we didn't want <br />to have the redevelopment done in so cheap a fashion so as to <br />constitute a:t.iability to the redevelopment of the area in <br />the near term future. <br />The plan did include, in the first phase, extensive improve�- <br />ments to the appearance of the property, particularly <br />relating to Long Lake Road. We suggested that the <br />construction changes should be done in a manner so as to be <br />reasonably attractive, yet not so expensive that we don't <br />recognize the fact that the long-range future for tha.s <br />facility in this area is limited. We suggested, therefore, <br />that they proceed with development of p]ans emphasizing <br />aesthetic improvements of the site that wil:_ assist the Ci�ty <br />in marketing the area qenerally for more intensive uses, <br />while they continue to operate on the site within the <br />confines of these guidelines in the meantime. Rick noted the <br />total employment on the site is approximately seventy <br />persons. <br />3. Costco, 206-443-2323 * <br />John Hartigan, from the Costco organization, Phil Boetker, <br />attorney from the Dorsey, Whittney Law Firm, Jerry Lee, from <br />the Mulvany Architectural Firm, and Roger Morgan from the <br />Engineering Company, were in to review more precise plans for <br />the development of a Cos�co wholesale store at th� former <br />Indianhead Truck Terminal site. <br />It was agreed (Costco and City) they would build privately <br />the streets to the east and the west, Mount Ridge Road and <br />P�ior Avenue, north from County Road C to the north land of <br />their property, at their expense. There would then be a <br />public easement across the north side of their property <br />connnecting these two public streetso They will. also pay for <br />storm sewer improvements required on and off site. Charlie <br />Honchell noted that the City could do a storm sewer project <br />which would pick up portions of these costs, but that the <br />necessary public hearings and processing would involve <br />several months time. Mr. Hartigan indicated that he would <br />discuss this with his superiors, but suggested they would <br />likely proceed on their own due to the timing problems. <br />
