SITE PLAN REVIEW <br />The Planning Commission recommends that a threshold of anything more <br />than 10 percent of an expansion of a� building or an expenditure equal <br />t� or above 20 percent of the assessor's rnarket value of th� property <br />(land and buildings) would meet a threshold wherein a Special Use <br />PermiC for site plan review would be required. A 50 percent expansion <br />of a building and/or a SO percent increase of value would require <br />meeting alt development design criteria �s stipulated in the P'erformance <br />Standards section of the Ordinance. A percentage of building expansion <br />between 10 and 50 percent and/or a monetary improvement between 20 <br />percent and 50 percent would require a proporrional level of <br />improvement in all design areas as may be Qroposed in a submission for <br />site plan review, subject to review by the City Planning Commission and <br />approval by the City Council. <br />� Such a policy sets a minimum under which nn pian revi�w is required, <br />sets a maximum for fulli compliance, and yet provides a degree of <br />flexibility for those areas in between.
