Their general concerns are that <br />although the traffic studies addressed the local circulation and <br />traffic generation, they do not analyze the impact of the <br />Metropolitan System (Snelling Avenue, Trunk Highway 36, 35W, <br />etc . ) . <br />Mr. Jopke also noted that the comprehensive plan amendment for <br />the Pavilion Place expansion has not been approved as per letter <br />dated November 3, 1989 from the Metro Council. Concerns relate <br />to the impact on the Metropolitan Council system. In general, <br />the Metropolitan Council staff is concerned about the fact that <br />the accrued impact of the four recent major changes have not been <br />accumulated for impact analysis. Thes� � <br />Twin Lakes area stud development include a <br />y, expansion of Rosedale, the construction of <br />Rosedale Marketplace and the expansion of Pavilion Place. Mr. <br />Koski also noted that all cities are required to submit to the <br />� Metropolitan Council an amended comprehensive transportation plan <br />in 1990. A request has been made to extend that date to January <br />10, 1991. <br />With respect to Pavilion Place plan amendment, Mr. Jopke will get <br />in touch with the Welsh Companies and their consultant and <br />request a time extension from the Metropolitan Council staff. It <br />is most important that this plan amendment be approved in as much <br />as the land has been zoned and application for building permits <br />will be pending soon. Permits to remove the existing housing <br />have been issued and largely accomplished. <br />3. LeTendre (633-6312) <br />George LeTendre was in with Danny Commers and Mr. Schneidermann <br />(furniture store owner) to review the presentations and drawings <br />prepared by their architect illustrating final proposals for the <br />rezoning and approval of the site, special use permit for site <br />plan approval for the next Council meetin . <br />advice regarding the additional improvements thath anr euemade <br />within the context of their proposal. They agreed that the <br />building would be completely renovated on the exterior within two <br />years, with approximately 3/4 of the building being done <br />initi�ally. We suggested that they build a new screen in front of <br />the meters on the south side of the buildin <br />wooden fence) and that the stucco be applied wl.th a cseries of <br />control joints at appropriate locations, which we feel would make <br />the building more attractive (and less conducive to cracking). <br />They also agreed to dedicate additional land requested as a <br />condition to the approval. It was also understood that they <br />achieve their long range plan of acquiring the buildin <br />conversion of more of the area to retail, that they g would <br />entirely redo the west side of the structure and remove the <br />existing electrical poles and services. When and if this is <br />done, the entire west side will change in design and function, <br />and thus, renovation of this site �;ill be essential. <br />4. Alwan (484-1G84) <br />
