DATE:
TO:
FROM:
SUBJECT:
MEMlOR3NDUM
October 17, 1988
Craig
Rick
Roselawn Cemetery
The following is my rsponse ta your question about what
procedures need to be completed prior to Roselawn Cemetery using
additional land for cemetery plots. In reviewing this matter, I
have discovered tha the Roselawn Cemetery is zoned R-1 Single
Family Residenial. Cemeteries are not permitted uses or ues by
special use permit in R-1. districts accrrding fio Roseville zoning
ordinances. Because of this, the urent cemetery .s a non-
conforming use which canro e expanded beyond the existirig
platted cemetery lots, z discussed this matter with Howard
Dahlgren and he was surprised that th cemeery was not a
permitted use or at lest a use by special use permit ir the R-1
district because that is raditionally what is done .n cities in
his area.
I looked to see ii there were any planning files for
property and discovered here was a request for platting in
wkich was eventually withrawn by the applicant and h note
according to tte law, hey were not required o reoxd
plats. Howard was also surprised that cemeteries are
required to record their plas and suggested that we contact
City Attorney o have them check this out furthex°,.
this
1984
that
suci.
no
the
'he bottom 1 ine appears to be that cemeery cannot etpand the
number of cemetery p,ots beyond those which are platted ncw
without either rezoning tke land or the ordinance beinr amencled
to allow the cemetery as either pernitted use ar special use in
the R-1 district.
I will be checking with the Attorney's office about th platting
uestion and ehecking further into the zoning question.
