In reviewing this matter, I have discovered tha� the Roselawn Cemetery is zoned R�-1 Single Family Residen�ial. Cemeteries are not permitted uses or u�es by special use permit in R-1. districts accr�rding fio Roseville zoning ordinances. Because of this, the �u�rent cemetery �.s a non- conforming use which canr�o� �e expanded beyond the existirig platted cemetery lots, z discussed this matter with Howard Dahlgren and he was surprised that th� ceme�ery was not a permitted use or at le�st a use by special use permit ir� the R-1 district because that is �raditionally what is done �.n cities in �his area. I looked to see ii there were any planning files for property and discovered �here was a request for platting in wk�ich was eventually with�rawn by the applicant and h� no�te� according to �t�te law, �hey were not required �o re�oxd plats. Howard was also surprised that cemeteries are required to record their pla�s and suggested that we conta�ct City Attorney �o have them check this out furthex°,. this 1984 that suci. no� the �'he bottom 1 ine appears to be that � ceme�ery cannot e�tpand the number of cemetery p�,ots beyond those which are platted nc�w without either rezoning tk�e land or the ordinance beinr� amencled to allow the cemetery as either pern�itted use ar special use in the R-1 district. I will be checking with the Attorney's office about th� platting �uestion and ehe�cking further into the zoning question.
