� <br />� <br />� <br />DATE: <br />TO: <br />FROM: <br />December 23, <br />Steve North <br />Rick Jopke <br />M E M O R A N D U M <br />SUBJECT: Metropolitan Councii Review of the Comprehensive Plan <br />Amendment for the Lexington Project by Can-Ame�ican <br />Shelter Corporation <br />On November 7, 1988, the City submitted the proposed <br />Comprehensive Plan Amsndment on the Lexingto� housing project to <br />the Metropolitan Council. On November 21, 1988, the Metropolitan <br />Council determined that the amendment presented no potential <br />impact on the Metropolitan system and stated that the City may <br />place the amendment into efiect notir�g, however, that the Council <br />had 60 days to comment on tl�e consistency of the proposed <br />amendment with other adopted chapt�rs of the Metropolitan <br />developmen� gu�.de. Attached is material I recently received <br />outlining recommendations adopterl by the M�tropolitan Council on <br />December 15, 1988. The CouMci�. recommendations inciuded that 1) <br />the City should continue to monit�o� multi-family housing <br />gro�duction to ensure that d�velopment of units and a variety of <br />cost ranges exist and to �ssure that the Cit�'s goals for <br />providing Y�ousing affordable to households with low to moderate <br />incomes are being met. 2) Project should be altered to include <br />appropriat� measures that will mitigate the water quality impacts <br />of this proj�c�. 3) The City of Roseville in coordination with <br />the Rice Creek Watershed District �hould ev�luate the long term <br />impacts of oth�r development in this Watershed and that <br />implemerit measures t�at will provide any degradation of Lake <br />Josephine's water quality. 4) That tlxe comments be forwarded to <br />the Rice Creek Watershed District and Minnesota Pollution <br />Control Agency and the U.S. Environmental.
