The following is the list of barriers which department person�el identified: 1. The lack of adequate staffing at busy times. 2. The lack of time to do a good job. 3. The lack of understanding by the �ouncil anc� public of what the department does. 4. The lack of backing by the Council. �. The fact that there are more eyes out in the community identi�ying problems �han there are hands within the department to correct the problems. 6. The fact that it is difficult to set priorities because 7. � every�h3ng is h�gh priority. The fact that the City's ordinances are difficult to expTain and enforce. The lack of organized information t�a educate the public including ordinances, instructians, and procedures. The following solutions were suggested to deal with the barrie��s: 1. Mor� staff is needed to meet all �of the priority areas identified. Craig and Rick will continue to pursue � additional s�aff through the reorganization and budget process. Other staff inembers should make s�aggestions to Rick and Craig concerning how additional personnel can be provided on a self-sufficient basis. 2. Additiona�. public educati�n of the accomplishments of the department should be carried out. This will be accomplis�ed by providing a year end report for the City's newsletter. Additional public education ma�erial should be developed and available at the counter. Merrilee will work to organize the coun�er information. 3. The City code shauld be revised to be more clear and more easily enforcQd. Rick and Marty will work on reviewing the code to identify areas which need to be clarified or eliminated. 4.
