This applies to all ex�.sting and new <br />districts and at least 85� of the tax increment must be <br />spen� within the actual district. <br />Comment <br />The City has used pooling from the beginning as it prova.des <br />a more comprehensive approach to deal witl� blight. Thi$ <br />provision is extremely troublesome and would be problematic <br />for the City. <br />
