This may eliminate flexibility in
existina TIF districts which was tought necessary 'and
anticipated when the districts were formed and the financincx
plans establishec. Therefore, it is prudent •'to modify the
districts to insure that this authority contirues to xist,
particularly based on the financing needs in the Twin Lakes
an. 35W districts.
Tax Increment District 11. is being formulated to include Twin
Lakes as a tax increment district within the City. One of the
major developers that is warking on a comprehensiv project in
this area, has made this request. I agree that it is on].y
reasonablc tht Roseville's largest r.edevelopment project
immediately be placed in a district.
Tax Increment 12 relates to the possibility that we may be ble
to "save" NCR for Raseville. Initially, NCR was going to sell
its off ice building in Roseville and move ta Blaine where it
would construct new offices onto its Blaine assembly facility.
Through th use of tax incrment, Roseville could potentially
obtain the high-tech assembly facility from Blaine which would be
located behind the NCR offices.
