� <br />: <br />14 <br />in northeastern Minnesota (including several counties in addition to St. Louis) were the <br />highest in the state in 1987.� <br />With the exception of seven grants to prosperous Hennepin County (site of <br />Minneapolis and suburbs) and a concentration of ten grants in one western county, the other <br />grants were scattered throughout the state, not concentrated in particular areas. <br />A map of the distribudon of the largest grants, $247,500 to $500,000,� shows that <br />S; . Louis County received many more than any other county (see Figure 2). Sixteen of the <br />twenty grants made to communities in St. Lo�is County were at l�ast $247,500, and th� <br />made up one-fifth of all large grants the program made. Only five other counties in the state <br />received as many as three large grants. <br />The distrib�tion of grants by state senate district also shows strildng patterns. The <br />district of State Senatar pouglas Johnson, chair of the Senate 'Tax Cammitt�ee, receivexi 18 <br />grants; five other Senate districts (out of a total of 67 districts) rec�ived ten or eleven gran�s. <br />Johnson's district, which included a large part of St. Louis County and all of Lake and Cook <br />counti�s, received one-eighth of th� program's grant funds. The senate district receiving the <br />next largest amount of grant iunds received less than ha�f the funds of Johnson's district. <br />Overall, the patterns of geographic distribution of grants by county and legisladve <br />district suggest that important factors were influencing the dis�ribution of grants that did not <br />�Breada K.
