Waldron
Rick Jopke .
SUBJECT: Garage Sale on County Road B
As you are aware, the City has received complaints and concerns
about the charitable qarage sale lude traffic saf ty because of
once or twice a year. Concerns in
the large number cars parking on Coo the ar a B and the number of
peop1e that the garage sale draws t
The City's current ordinance limits garage and biutique sales to
one sale per calendar year for reurational The S ordinance 1 also
exceed ten consecutive days in d
requires that the items sold shall belace eor b friendsu of such
the premises on which the sale takes p Y
occupant where the sale is conducted by such occupant and
friends. It is my understanding that in past years the City has
allowed this particular sale to occur more than once a year. The
size of the garage sale has grown and as indicated previously,
has been causing problems and complaints.
The following are alternative ways of addressing this issue:
1. Continue to use the present orinance and limit the sale to
one time per year.
2, Amend the ordinance to require that u spe iabyus criaritable
obtained for garage sales p
organizations and/or more than two residential property
owners. This would allow the ura io Searid numbernoftimes
approvals to limit the size, d ,
per year that the sale can occur such tiat it does not cause
roblems to the area.
P
3. Require that the large garage sales occur on commercial or
institutional properties. Typically commercial and
institutionl properties will have suff icient open space and
sufficient off street parkings and ar aize his should also
such a sale on adjacent street
be done by ordinance amendment. In commer_cial areas this
could be part of a special that pthelt arage saledwoaldpnot
and merchandising to insure g .
cause onsite parking and traffic circulation problems.
My recommendation would be alternative number three. Please
advise which direction we sho entsp and ordiancea amendments pif
together more detailed requirem
necessary.
