Waldron <br />Regulation of Garage Sales <br />The City has received complaints and concerns about the <br />charitable garage sale that occurs at County Road B once or twice <br />a year. Concerns include traffic safety because of the large <br />number of cars parking on County Road 8 and the number of people <br />that t�e garage sale draw� to the area. <br />The City's curr�nt ordinance limits garage and boutique sales to <br />Qne sale per calendar year per residential unit and shall not� <br />excee� ten conse�utive days in duration. The ordinance also <br />rec�uires that items sold shall rP owned by the occupant of the <br />�remi�se in which th� sale takes place or by friends of such <br />occupaa�t where �he sale is cc�nducted by such occupant and friend. <br />It is my un�deretanding that in past years, the City has allowed <br />this p�r�ticulas sale to occur mo�e than once per year. The size <br />of the garag� sal� Y�as grown and as indicated previously, has <br />he�n causing probl�ams �nd complaints. <br />� -���`:� • .} <br />The following repr�s���s al�kc�rna�ive �nethods of addressing this <br />issue: <br />1. Continu� to us� �he present ordinance and limit the sale to <br />one time gex �ear. <br />2. Amend �he ordinance to �c�qui�� tha� s��ciai use per�it be <br />ob�ainad for �arage �a�.es put an by ch�ritable organizations <br />or by anore than �we rgsidenti�l praperty owners. This <br />wa�uld allow th� �ity to set condi�ions on the approval to <br />iimi� the siz�e � ci�r�t ��r�, and �num�'�.��r of ti�n�s ger year tha� <br />the �ale can occu� such that Yt aoes not cau�e pro}�lems to <br />the area. <br />3. Require that large garage sales occu�- on commerci�l or <br />insti�utional prope�ties. Larqe garage sales could be <br />defined �as sal�s that are put on by c�iaritable organizations <br />and/or wi�ich in�olve more than two or thr�e individuals. <br />mypically commercial and ir�st3tutional pro�erties wi�l have <br />sufficient op�n space anc� sufficient oif street parking to <br />minimize the prablem of such a sale ora adjacent streets and <br />area. P�rmits could be required for large garage sales. In <br />commercial areas this aould �e part of a special use permit <br />;,� <br />
