Waldron <br />SUBJECT: Modification in Planning Operation <br />As a number of you may recall, when Howard Dahl�gren retired, the <br />Cit decided t4 accept applications for a full i�ime, experienced <br />Y <br />P <br />lanner. The original intent was to use th� inshouse planner for <br />the majority of the Planning Commission staff work as well as to <br />make the �ajority of the presentatians to the Pla�n�ng Commis�ion <br />and Ci'ty Council. The in�ent was al�o to maintain the City's <br />relationship with Dahlgren, Shardlow �nd Uban, as John �hardlal� <br />�would have been utilized far the mor� signifi�cant, diff icult <br />projects such as the Concordia la�d use plan. <br />After a fairl�► significant jab search, �he C�ty was not <br />comfortable w�.th the exis�ing pool s�f aPpl3�c$ritg • Subse�J,uentiY � <br />the contract was modified with �ohn Shardlow w�ich prQvided 16 <br />hours �f Fhil �a�lso»�s assi�tance per week r�� well as the use c�f <br />�lr, Shardlow f�r �he r�gular Planning Commi�Bion and �ity Council <br />meeting�.� Other project� requir�d a special buciqet �lloca�ion <br />such as th� sign oYr�inance, �r�tl$n�s ��$lYgig� �►nd truth in <br />housin�. <br />During the Community Davelopment Department'� budgetary review, <br />� the respectf�re planning expea�ditures and �ime allocationg were <br />
