<br />CITY OF ROSEVILLE <br />ORDINANCE NO. 1221 <br /> <br />AN INTERIM ORDINANCE EXTENDING AND AMENDING <br />ORDINANCE NO. 1220, TEMPORARILY PROHIBITING <br />DEVELOPMENT FOR CERTAIN PARCELS WITHIN <br />"S-C" ZONING DISTRICT <br /> <br />The City Council of the City of Roseville, Minnesota, ordains: <br /> <br />SECTION 1. The following terms when used in this ordinance shall mean: <br /> <br />OFFICIAL <br />CONTROLS: <br /> <br />Ordinances and regulations which control physical development, <br />including ordinances establishing zoning, subdivision controls, site plan <br />regulations, sanitary codes, building codes, and official maps. <br /> <br />CITY <br />APPROVALS: <br /> <br />Rezoning, land use guide plan changes, conditional use permits, <br />interim use permits, variances, site plan approval, planned unit <br />development approval, grading permits, excavation permits and building <br />permits. <br /> <br />SECTION 2. Intent. It is the intent of this ordinance to amend in its entirety and <br />extend Ordinance No. 1220 to allow the City of Roseville time to complete an in-depth study <br />concerning changes in official controls, including the City's zoning ordinance, and in the <br />interim to protect the planning process and the health, safety, and welfare of the citizens of <br />the community. <br /> <br />SECTION 3. Temporarv Prohibition. Pending the completion of the above <br />referenced study and adoption of appropriate official controls, no application for city <br />approvals shall be accepted, processed or approved for property within the "S-C" Zoning <br />District which abuts a residential district. F or purposes of this ordinance, residential districts <br />separated from the S-C zoning district by a principal arterial, minor arterial or collector street <br />shall not be considered to abut. <br /> <br />SECTION 4. Exemptions. This ordinance shall not apply to the following: <br /> <br />(A) Building permits or other city approvals for work in the interior of an existing <br />building, non-structural improvements to the exterior of an existing building or site <br />work to an existing building that does not involve an expansion of the building. <br /> <br />(B) Subdivisions that have been given preliminary approval prior to the effective date of <br />this ordinance. <br /> <br />71683 <br />
