Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: February 23, 2016 Item No: 6 <br />Item Description: Recycling RFP Discussion (Continued from January Meeting) <br />Background: <br />The City's current contract with Eureka Recycling for city wide recycling services expires at the <br />end of 2016. The City must now request proposals from recycling contractors for services <br />beyond 2016. <br />Staff has been working with Ramsey County to update the Request for Proposals (RFP) that was <br />distributed in 2013 and ultimately resulted in the City awarding a three year contract with Eureka <br />Recycling. <br />Attached is the proposed RFP for services beyond 2016 (with edits from the last meeting), as <br />well as the RFP from 2013. Also attached is the current contract with Eureka Recycling. <br />There are several items we will discuss related to the RFP, some of which include (some of these <br />already discussed in January): <br />• Should the City own the carts or should the contractor own the carts? Currently Eureka <br />owns the carts under our contract. There is a memo from Ramsey County's consultant, <br />Foth Infrastructure and Environment, with some background on this item <br />• How should we handle recycling in parks? <br />• We are proposing to stay with every other week service. <br />• Organics Collection: We are simply asking for a proposal from the contractor on how this <br />could be done. It is very likely we will not be able to offer organics collection initially, <br />but would negotiate a collection later in the contract term. <br />The RFP is scheduled to be released in late March or early April. Proposals would be due at the <br />end of April. Staff plans to present the RFP to the City Council on March 14th for their <br />consideration. <br />Recommended Action: <br />Receive presentation, discuss RFP and make recommendations to the City Council. <br />
