CITY OF ROSEVILLE <br />SPECIFICATIONS FOR COMPREHENSIVE RECYCLING SERVICES <br />TO ALL RESIDENTIAL SINGLE-FAMILY HOUSEHOLDS <br />AND MULTI -FAMILY HOUSEHOLDS <br />INTRODUCTION <br />The City of Roseville, Minnesota seeks to enter into a new recycling <br />contract with a company that has the resources and ability to provide <br />comprehensive residential recycling services for the entire City. Those <br />services include collection, processing, marketing and public education. <br />Among the goals of the City are to maximize the fullest recovery possible of <br />recyclables from all residents in the City, to market materials so they achieve <br />their highest and best use, to achieve the most cost-effective solution, and to <br />encourage innovation. <br />Roseville residents have identified a city-wide goal to be an environmentally <br />healthy community. And residents have identified various community values <br />that environmental programs such as recycling should incorporate. <br />Those community values are: <br />• Collection — which includes Clean and quiet; Impact on street <br />(size and weight of trucks), Easy to participate, Flexibility to <br />Comingle, More materials picked up — particularly plastics, <br />Materials are efficiently recycled (local markets, highest and <br />best use for material), Rewards for adding value, multi -family <br />dwelling recycling <br />• Outreach — which includes Voluntary expansion to <br />businesses, effective Frequent education of residents — with <br />measurement, Community involvement, Annual report that <br />includes information on what happens to material, outreach to <br />low participating communities, outreach using electronic <br />communications <br />• Environmental Benefits — which includes Experience with <br />Zero Waste events, reduced carbon footprint, Education and <br />Leadership on Environmentally Preferred Purchasing (EPP), <br />Local vendor -terminal and MRF locations <br />These evaluation criteria are not presented in any special order. No ranking <br />of these criteria within this RFP is intended or implied. <br />4 <br />
