6.07. Annual Work Plan <br />The City and the Contractor shall develop a work plan annually. The <br />work plan shall include initiatives the Contractor will undertake to <br />improve the City's recycling program. These initiatives may include <br />(but are not limited to) expansion of materials collected, voluntary <br />expansion to businesses, effective education of residents - with <br />measurement, community involvement, outreach to low participating <br />communities, and outreach using electronic communications. The <br />Plan shall be approved by the City and the Contractor by December <br />15 of the preceding year. (see also Sections 6.08 and 6.09) <br />6.08. Outreach to Low Participating Communities <br />Contractor shall include in the annual work plan outreach efforts to <br />low participating communities. Specifically the City seeks to engage <br />immigrant communities. Contractor's prior experience with outreach <br />such as this should be identified in the Value Added Plan. <br />6.09. Outreach Using Electronic Communications <br />Contractor shall identify in the annual work plan outreach efforts <br />using electronic communications. The City seeks to engage residents <br />where they are and is looking for electronic outreach to residents in <br />addition to websites with information in text format. Contractor's <br />prior experience with outreach such as this should be identified in the <br />Value Added Plan. <br />7. MATERIALS PROCESSING AND MARKETING <br />7.01. Processing Facilities Must Be Specified <br />It is intended that all recyclables collected by the Contractor will go <br />to recycling markets to be manufactured into recycled content goods. <br />Preferably those markets will be in the Upper Midwest. <br />The Contractor shall assure the City that adequate recyclable material <br />processing capacity will be provided for City material collected. The <br />proposals must clearly specify the location(s) of its materials <br />recovery facility (MRF), or subcontractor's facility, where <br />material collected from the City will be delivered and / or <br />processed.
