REQUEST FOR COUNCIL ACTION <br />Date:March 14, 2016 <br />Item No.: 8e <br />Department Approval City Manager Approval <br />Item Description: Adopt a Resolution to Accept the Work Completed and Authorize Final <br />Payment on the Victoria Street Reconstruction Project <br />B <br />ACKGROUND <br />1 <br />On April 20, 2015 the City Council awarded the Victoria Street Reconstruction Project to North <br />2 <br />Valley, Inc. of Nowthen, Minnesota. Work completed under the contract totaled $2,510,717.11. <br />3 <br />The work was successfully completed during the 2015 season and the project is ready to be <br />4 <br />closed out. The project included the following items: <br />5 <br />Reconstruction of Victoria Street from Larpenteur Avenue to County Road B. <br />6 <br />New curb and gutter was installed from Roselawn to County Road B. <br />o <br />7 <br />Construction of a pathway and retaining walls along the east side of Victoria from <br />8 <br />Larpenteur Avenue to Roselawn Avenue. <br />9 <br />Construction of a sidewalk and retaining walls along the east side of Victoria from <br />10 <br />Roselawn to County Road B-2. <br />11 <br />Upgraded the signal system at County Road B to meet ADA standards, including <br />12 <br />truncated dome pedestrian ramps and modifications to the pedestrian buttons. <br />13 <br />Construction of new storm sewer including twounderground infiltration systems, astorm <br />14 <br />water treatment pond and a rain garden. <br />15 <br />Replacement of all hydrants in the corridor. <br />16 <br />The original awarded contract price for this project was $1,809,925.93. There were five <br />17 <br />supplemental agreements that increased the contract price to $2,535,734.26. The supplemental <br />18 <br />agreements were needed to address additional signal equipment requirements as well as <br />19 <br />additional pedestrian ramp improvements that were necessary to meet State and County <br />20 <br />requirements. <br />21 <br />PO <br />OLICY BJECTIVE <br />22 <br />City policy requires that the following items be completed to finalize a construction contract: <br />23 <br />Certification from the City Engineer verifying that all of the work has been completed in <br />24 <br />accordance with plans and specifications. <br />25 <br />A resolution by the City Council accepting the contract and beginning the one-year <br />26 <br />warranty. <br />27 <br />FI <br />INANCIAL MPACTS <br />28 <br />The final contract amount, $2,535,734.26, is $725,808.33 more than the awarded amount of <br />29 <br />$1,809,925.93, but $25,017.14 lower than the final contract price of $2,510,717.11. This <br />30 <br />represents an increase in the contract of 38.7%.The cost increase is due to a variety of factors <br />31 <br />including; <br />32 <br />Page 1 of 3 <br /> <br />
