REQUEST FOR CITY COUNCIL ACTION <br />03/14/16 <br />AgendaDate:Agenda <br />Item: 8h <br />Department Approval City Manager Approval <br />Item Description: Approval of tree replacement fee identified in the recently adopted Tree <br />Preservation and Restoration in all District Ordinance (. <br />) <br />PROJ0017, Amdt27 <br />B <br />ACKGROUND <br />1 <br />On December 7, 2015, the Roseville City Council adopted Ordinance 1490, which established <br />2 <br />new tree preservation, replacement, and restoration requirements. One component of this <br />3 <br />approval was allowing replacement trees that could not fit onto a development site being placed <br />4 <br />somewhere else, such as public property or the provision of a cash payment to the City. <br />5 <br />1011.04.J reads as follows: <br />6 <br />Replacement Tree Locations. <br />Required replacement trees shall be planted on the site being <br />7 <br />developed unless doing so is deemed to be impractical (i.e. due to lack of space), inappropriate <br />8 <br />(available planting areas are not ideal for new plantings or would do little to enhance the site), or <br />9 <br />ing for a retail <br />10 <br />business) as determined by the City Forester or other degreed forester or certified arborist as <br />11 <br />assigned by the Community Development Department. When such a determination is made, the <br />12 <br />applicant shall comply with replacement requirements in one of two ways: <br />13 <br />a. <br />As directed by the City, required replacement trees may be located on public boulevards or <br />14 <br />other public lands throughout the City if such lands are deemed to be available with priority <br />15 <br />given to locations within or near the affected area; or <br />16 <br />b. <br />The city may accept a cash in-lieu payment in accordance with the required fee listed in the <br />17 <br />City Fee Schedule. In no instance shall cash in lieu of payment exceed 10% of the Fair <br />18 <br />Market Value of the development site. <br />19 <br />The Planning Division has researched past purchases by the Public Works Department, and <br />20 <br />received information from the . Given the vast range in costs associated <br />21 <br />with tree purchase, delivery, and installation of a 3 inch caliper deciduous or 6 foot tall evergreen <br />22 <br />tree, and that this process is new and not yet tested for effectiveness, the Planning Division is <br />23 <br />recommending that the fee be established at $500 per replacement tree, which is at the lower end <br />24 <br />of the average cost estimate.
