I. MISSION <br />53 <br />54 <br />The primary mission of the East Metro Swat Team (EMS) is to jointly provide specialized police <br />55 <br />services for its members in critical incident emergency situations more effectively and efficiently <br />56 <br />than those services could be provided by each member on its own. The EMS team assists member <br />57 <br />law enforcement agencies and non-member law enforcement agencies, should they request mutual <br />58 <br />aid, in the resolution of high risk or critical incidents. The EMS team is specially trained and <br />59 <br />equipped to work as a coordinated team to respond to and resolve critical incidents. <br />60 <br /> <br />61 <br />Examples of situations where EMS can be of assistance include, but are not limited to, the <br />62 <br />following: <br />63 <br />64 <br />A. Incidents of Hostage Taking. <br />65 <br />B. Incidents of a Barricaded Suspect(s). <br />66 <br /> <br />C. Building or Field Searches for Armed or Dangerous Suspects. <br />67 <br />D. High Risk Warrant Service. <br />68 <br />E. Incidents of Civil Disturbance and Crowd Control. <br />69 <br />F. Providing and Assisting with Dignitary Protection. <br />70 <br />G. Any Other High Risk Incident or Situation Deemed Appropriate by EMS Operating Board. <br />71 <br /> <br />72 <br /> <br />73 <br />II. JOINT POWERS AGREEMENT <br />74 <br /> <br />75 <br />The parties to this Agreement are units of government responsible for critical incident response in <br />76 <br />their respective jurisdictions. This Agreement is made pursuant to the authority conferred upon the <br />77 <br />parties by Minn. Stat. § 471.59 and §473.407; see also Minnesota Chapter 629. <br />78 <br /> <br />79 <br />NOW, THEREFORE, the undersigned governmental units, in the joint and mutual exercise of their <br />80 <br />powers, agree as follows: <br />81 <br /> <br />82 <br />Name. <br />1. <br />83 <br /> The parties hereby establish the East Metro Swat Team (EMS). <br />84 <br /> <br />85 <br />General Purpose. <br />2. <br />86 <br /> The purpose of this Joint Powers Agreement is to establish an organization to coordinate <br />87 <br /> efforts to develop and provide joint response to critical incidents or high risk entries where <br />88 <br /> <br />89 <br /> <br />90 <br />Parties. <br />3. <br />91 <br /> <br />The parties to this Agreement shall consist of the following units of government that have <br />92 <br /> signed this agreement: <br />93 <br /> <br />94 <br /> The City of Roseville <br />95 <br /> <br />96 <br /> The City of St. Anthony <br />97 <br /> <br />98 <br /> The City of North St. Paul <br />99 <br /> <br />100 <br /> The University of Minnesota <br />101 <br /> <br />102 <br /> The Metropolitan Council <br />103 <br /> <br />104 <br /> <br />105 <br /> <br />106 <br /> 2 <br /> <br />
