REQUEST FOR COUNCIL ACTION <br />Date: March 14, 2016 <br />Item No.: 8o <br />Department Approval City Manager Approval <br />Item Description: Larpenteur Sidewalk Authorization for Approval and Authorization of <br />Ramsey County Agreements <br />B <br />ACKGROUND <br />1 <br />As part of the focus on South East Roseville, the Community Development and Public Works <br />2 <br />departments have worked together to develop a sidewalk project on Larpenteur Avenue to provide <br />3 <br />safer pedestrian connections. This neighborhood has a significant amount of residents whose major <br />4 <br />form of transportation is walking. <br />5 <br />City staff has worked with Ramsey County Public Works and Ramsey County Housing and <br />6 <br />Redevelopment to develop a sidewalk project and to secure additional funding. The new sidewalk <br />7 <br />would be installed on the north side of Larpenteur Avenue between Galtier Street and Mackubin <br />8 <br />Street. The new sidewalk would provide pedestrian connections to existing sidewalks and pathways <br />9 <br />to both the east and the west. <br />10 <br />Community Development has worked with Ramsey County Housing and Redevelopment (RCHRA) <br />11 <br />to secure additional funding for the project through a Community Development Block Grant <br />12 <br />(CDBG). RCHRA has agreed to pay for the sidewalk project for up to $186,000. The agreement <br />13 <br />(Attachment B) details out additional contract requirements such as labor and environmental <br />14 <br />provisions and other requirements. <br />15 <br />Ramsey County Public Works has agreed to provide funding per its cost participation policy. The <br />16 <br />ls and sidewalks is limited to the grading, base <br />17 <br />18 <br />sidewalk, but only along County State Aid Highway (CSAH) designated roadways. Due to funding <br />19 <br />availability, this project would be capped at $76,500.This agreement (Attachment D) will be <br />20 <br />presented to the Ramsey County Board upon approval of the City Council. <br />21 <br />As part of the project, the City will be fixing some storm sewer and adding some additional storm <br />22 <br />sewer to accommodate the sidewalk construction. Costs for storm sewer improvements would be <br />23 <br />paid through the storm water fund. <br />24 <br />The gap in funding and any additional funding needed would be funded though Municipal State Aid <br />25 <br />funds. <br />26 <br />FI <br />INANCIAL MPACTS <br />27 <br />The total estimated cost of the sidewalk construction is approximately $343,520.
