<br />CITY OF ROSEVILLE <br />ORDINANCE NO. 1240 <br /> <br />AN ORDINANCE AMENDING TITLE X, CHAPTERS 1009 AND <br />1014 OF THE ROSEVILLE CITY CODE CONCERNING DEFINITIONS, <br />SIGNS AND ADMINISTRATIVE PROCEDURES <br /> <br />THE CITY OF ROSEVILLE ORDAINS: <br /> <br />SECTION 1. Chapter 1009.01 of the Roseville City Code is amended to read as follows: <br /> <br />1009.01: PERMITS REQUIRED: <br />Signs are permitted in all use districts subject to the provisions of this Chapter. No "sign" as <br />herein defined shall be erected or attached to a structure, fence or wall without a permit from the <br />Chief Code Enforcement Officer, except'that one non-commercial sign no larger than six square <br />feet and no higher than six feet tall may be displayed on any lot in all use districts without <br />obtaining a permit from the Chief Code Enforcement Officer. Additionally, where this Chapter <br />allows any commercial sign, a non-commercial sign meeting the same size, location, and other <br />standards shall be allowed. Real estate and political signs in R-l and R-2 Zoning shall also be <br />exempt from this requirement. Applications for sign permits will be processed in accordance <br />with Minnesota Statutes Section 15.99 and Section 1014.04 of the City Code. <br /> <br />SECTION 2. Section 1009.02 of the Roseville City Code is amended by modifying and <br />adding the following definitions: <br /> <br />COMMERCIAL SIGNS: Communicative devices that seek to draw attention to or promote a <br />commercial, business or economic interest or activity in contrast to non-commercial signs that <br />express an opinion or viewpoint of a social or political nature. <br /> <br />FLAGS: A piece of cloth or bunting varying in color and design, used as a symbol, standard, <br />emblem or insignia, or containing text other than that associated with a commercial, business or <br />economic interest or activity. <br /> <br />NON-COMMERCIAL SIGNS: Communicative devices that express an opinion or viewpoint <br />of a social or political nature in contrast to commercial signs that seek to draw attention to or <br />promote a commercial, business or economic interest or activity. <br /> <br />SIGN: A sign is a name, identification, description, display, illustration or device which is <br />affixed to, painted or represented directly or indirectly upon the outside of a building or other <br />surface other than a flag as defined in this Chapter and which directs attention to an object, <br />product, place, activity, person, institution, organization or business. A sign shall be considered <br />as a structure or a part of a structure for the purpose of applying yard and height regulations. <br /> <br />SECTION 3. Section 1009.03 G. 3.ofthe Roseville City Code is amended to read as <br />follows: <br /> <br />3. Permit Procedures: Applications for temporary signs shall be filed with the City and <br />processed in accordance with Minnesota Statutes 15.99 and this Title. <br /> <br />SECTION 4. Section 1014 of the Roseville City Code is amended to by adding the <br />following section: <br />
