Regular Planning CommissionMeeting <br />Minutes –Wednesday, December 2, 2015 <br />Page 13 <br />Council approval of the proposedoutdoor agricultural research and development <br />603 <br />facilities as a CONDITIONAL USE on <br />parcels identified as Ramsey County PIN 04- <br />604 <br />,based on the information and analysis in the <br />29-23-32-0014and 04-29-23-32-0015 <br />605 <br />project report, and conditions outlined in that reportdated November 4, 2015. <br />606 <br />Mr. Paschke advised that those property identification numbers may change with the <br />607 <br />process being undertaken by the applicant, with an actual address or lot number and <br />608 <br />legal description provided at the time of recording documents with Ramsey County.Mr. <br />609 <br />Paschke clarified that the Conditional Use would be recorded to the legal description, <br />610 <br />which was as yet unavailable, since it was now a Metes and Bounds description or <br />611 <br />subject to another lot configuration.Mr. Paschke advised that this information would be <br />612 <br />addressed in the resolution before the City Council once it was better defined. <br />613 <br />At the request of Member Bull, Mr. Paschke advised that if the Conditional Usewas not <br />614 <br />utilized within a certain period of time, the City could revoke it through a formal process <br />615 <br />through the Planning Commission and City Council. <br />616 <br />Member Cunningham stated that she remained nervous specific to the potential use of <br />617 <br />chemicals, an unknown at this time.However, Member Cunningham applauded the <br />618 <br />ingenuity of Calyxt; and for the record, offered her support of requesteven though she <br />619 <br />had reservations about potential chemical use. <br />620 <br />Member Bull, noting the U of MN’s research and management of bees, and his service <br />621 <br />on the Board of Directors for the Minnesota Bee Society in cooperation with them, he <br />622 <br />offered his assistance to Calyxt if they should have any desire to keep bees on their <br />623 <br />property and explore toxicity issues. <br />624 <br />Chair Boguszewski opined, that given the applicant’s willingness to assume the burden of <br />625 <br />remediation and all potential soil contaminants on this property, the City was lucky to <br />626 <br />have their interest. <br />627 <br />Ayes:5 <br />628 <br />Nays: 0 <br />629 <br />Abstentions: 1 (Stellmach) <br />630 <br />Motion carried. <br />631 <br />Commission Business <br />6. <br />632 <br />Members briefly discussed the proposed 2016 meeting schedule, and by consensus agreed to <br />633 <br />revisethe July and September meetings one week later to facilitate holiday schedules. <br />634 <br />Discussion and ratification of the Planning Commission’s regular meeting dates for 2016; the <br />635 <br />following dates represent the first Wednesdays of each month and do not conflict with recognized <br />636 <br />holidays: <br />637 <br />January 6April 6July 613October 5 <br />February 3May 4August 3November 2 <br />March 2June 1September 714December 7 <br />MOTION <br />638 <br />Member Boguszewskimoved, seconded by MemberMurphy toratify the 2016 regular <br />639 <br />meeting dates <br />asamended, the first Wednesday of the month with the exception of the <br />640 <br />July and September meetings as noted above. <br />641 <br />Ayes:6 <br />642 <br />Nays: 0 <br />643 <br />Abstentions: 0 <br />644 <br />Motion carried. <br />645 <br />7.Adjourn <br />646 <br />Chair Boguszewski adjourned at 8:25p.m. <br />647 <br /> <br />
