Planning CommissionRegularMeeting <br />City Council Chambers, 2660 Civic Center Drive <br />Draft Minutes–Wednesday, December 2, 2015–6:30 p.m. <br />1.Call to Order <br />1 <br />Chair Michael Boguszewski called to order the regular meeting of the Planning Commission <br />2 <br />meeting at 6:30p.m.and reviewed the role and purpose of the Planning Commission. <br />3 <br />2.Roll Call <br />4 <br />At the request of Chair Boguszewski,City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: <br />Chair Michael Boguszewski;Vice Chair Shannon Cunningham;Members <br />6 <br />Robert Murphy, Chuck Gitzen, James Bull,and DavidStellmach <br />7 <br />Members Absent: <br />Member James Daire <br />8 <br />Staff Present: <br />City Planner Thomas Paschke,Senior Planner Bryan Lloyd, <br />9 <br />3.Communications and Recognitions <br />10 <br />a.From the Public (Public Comment on items noton the agenda) <br />11 <br />None. <br />12 <br />b.From the Commission or Staff <br />13 <br />None. <br />14 <br />4.Reviewof Minutes <br />15 <br />November 4, 2015 RegularMeeting Minutes <br />16 <br />MOTION <br />17 <br />MemberMurphymoved, seconded by Member Cunningham to approve the November 4, <br />18 <br />2015 special meeting minutes aspresented. <br />19 <br />Ayes: 6 <br />20 <br />Nays: 0 <br />21 <br />Motion carried. <br />22 <br />5.Public Hearings <br />23 <br />Chair Boguszewski reviewed the protocol for public hearings and subsequent process. <br />24 <br />a.PLANNING FILE 15-023 <br />25 <br />Request by Art Mueller for approval of a PRELIMINARY PLAT of the residential <br />26 <br />property at 2201 Acorn Road <br />27 <br />C <br />hair Boguszewski opened the public hearing for PLANNING FILE 15-023at 6:33p.m. <br />28 <br />Senior Planner Bryan Lloyd provided a brief history of this property, its planning file <br />29 <br />history and this new request for a 3-lot Preliminary Plat at 2201 Acorn Road, as detailed <br />30 <br />in the staff report dated December 2, 2015.Mr. Lloyd noted that this request from Mr. <br />31 <br />Mueller proposed demolition ofthe existing home and replatting ofthe property into three <br />32 <br />lots for development of three single-family, detached homes served by a private street. <br />33 <br />Mr. Lloyd provided staff’s analysis of this latest Preliminary Plat request from Mr. Mueller <br />34 <br />asit related tocity code.While the subdivision code language provides lots be <br />35 <br />perpendicular to streets, Mr. Lloyd noted (lines 68 –76 of the staff report) that the <br />36 <br />boundary of Lot 1 is perpendicular and even though it could be revised to be radial, staff <br />37 <br />supported the proposed layout rather than adding additional pavement. <br />38 <br />Specific to the City’s Public Works and Engineering review, Mr. Lloyd reported that this <br />39 <br />latest iteration addressed concerns raised in previous proposals related to drainage, <br />40 <br />specifically stormwater management on the northwest area of the project site.Mr. Lloyd <br />41 <br />noted stormwater would be routed to existing infrastructure under Acorn Road, reducing <br />42 <br />pressure and volume in the southwest basin.Mr. Lloyd advised that plans submitted to- <br />43 <br />date appear to meet requirements for rate and volume runoff and address other grading <br />44 <br /> <br />
