Regular Planning CommissionMeeting <br />Minutes –Wednesday, January 6, 2016 <br />Page 20 <br />sell half of the property to pay for those assessments, and the portion sold to construct <br />979 <br />Midland Grove Condominiums. <br />980 <br />Mr. Weyer stated he held no animosity for those speaking tonight, but expressed his <br />981 <br />interest in making the land work historically for his family. Mr. Weyer reviewed some of <br />982 <br />the options considered, including that proposal 9 years ago, with each of those <br />983 <br />development proposals costing considerable money to create. Mr.Weyer noted that the <br />984 <br />last proposal for eleven single-family homes went through the planning process, but the <br />985 <br />developer ultimately couldn’t make it work financially, even though he had pursued that <br />986 <br />type of development based on the neighborhood revolt to a senior living in the past. <br />987 <br />Therefore, Mr. Weyer stated that when these developers approached him with this <br />988 <br />proposal he reviewed their other facilities, and had been impressed with how well-vetted <br />989 <br />their proposal was and the work invested by them to-date beyond that done for their other <br />990 <br />projects, including underground parking to lessen the impact for the neighborhoods and <br />991 <br />decision to not seek approval through a PUD process. <br />992 <br />Mr. Weyer stated he was encouraged by this project, and noted he had met with <br />993 <br />residents and Board members of Midland Grove Condominiums for a walk-through of the <br />994 <br />property, and announced another walk-through was planned this coming Saturday at <br />995 <br />1:00 p.m., and invited anyone to attend to view where the proposed facility would be <br />996 <br />located. Mr. Weyer stated it was important to him to make residents aware of the <br />997 <br />proposed project, and for him and adjacent neighbors to be here tonight to speak. <br />998 <br />Specific to Midland Grove Road, Mr. Weyer noted it was crowned, and was at least 24’ <br />999 <br />wide and would be more than sufficient to handle additional traffic, especially with the <br />1000 <br />proposed assisted living/memory care facility, that wouldn’t have a big impact since those <br />1001 <br />residents didn’t drive. Mr. Weyer opined that his grandmother, a former owner of the <br />1002 <br />property, would have loved to have such a facility on her property and not have to leave <br />1003 <br />it, and know it was still owned by their family. <br />1004 <br />Mr. Weyer opined that this also fit the comprehensive plan designation, since it had <br />1005 <br />already been labeled as HDR at one point. Mr. Weyer admitted he would love to stall <br />1006 <br />have all 30 acres of his family’s property and plant more apple trees, but also admitted he <br />1007 <br />needed to sell this property, and that the zoning change was needed to facilitate the <br />1008 <br />project and make it viable. Given the other options considered for this parcel, and <br />1009 <br />financial viability involved, Mr. Weyer opined that this is the only project that will work <br />1010 <br />here; and noted the considerable money expended by the developer over the last two <br />1011 <br />years in working with him to develop this project. <br />1012 <br />Specific to tree preservation, Mr. Weyer admitted that the construction of the building <br />1013 <br />would be less expensive if located elsewhere on the site and additionaltrees removed, <br />1014 <br />but noted this seemed the least impactful site for the neighborhood allowing for sufficient <br />1015 <br />setbacks and major trees remaining on the perimeter. <br />1016 <br />Mr. Weyer noted that this developer had tried very hard to make a project that Midland <br />1017 <br />Grove Condominium residents would agree with, and advised the developer had tried <br />1018 <br />very, very hard to address their issues. Mr. Weyer noted he had also opened up his <br />1019 <br />property to allow those with concerns to voice them and walked the site with them to help <br />1020 <br />them better understand the site and project. <br />1021 <br />Mr. Weyer recognized that these meetings get passionate, but also noted the request <br />1022 <br />involved his life and livelihood; and noted he wasn’t proposing development of a halfway <br />1023 <br />house, but an assisted living/memory care facility, a proven need in the community in this <br />1024 <br />day and age, and for development of it by a viable, respected company. Mr. Weyer <br />1025 <br />noted that the business plan developed by them worked for a 54-unit facility, thus the <br />1026 <br />requested comprehensive plan designationand rezoning application. Mr. Weyer assured <br />1027 <br />the Commission and residents that this developer had successfully done this type of <br />1028 <br />project before and wanted to do so again in Roseville. <br />1029 <br /> <br />
