ZONINGNOTIFICATIONTASKFORCEREPORT <br />Attachment#2 <br />Joint Report on Zoning Notification Procedures & Policies <br />February 4, 2016 <br />Task Force on Zoning Notification <br />A joint Task Force of the Roseville Community Engagement and Planning Commissions <br /> <br />Intent: The Reason for Formation of the Task on Zoning Notification <br />Force <br />TheCityofRosevillestaff,CityCouncil,andBoardsandCommissionscontinuouslyseektoensurethat <br />bestpracticesarefollowedinallaspectsofcitygovernmentandadministration.Inclusion,fairnessand <br />transparencyareimportanttenetsofthisphilosophy.Fromtimetotime,specificcomponentsofcity <br />proceduresandpoliciesmaybereviewedtomakecertainthatthesetenetsarebeingfollowedtothe <br />bestabilityofthoseaccountable.Suchreviewsmayresultfromthenormalongoingpracticeofself <br />examination;ortheymayresultfromrequests,suggestionsorotherfeedbackfromcitizens, <br />businesses, City commissions, or other parties who have an interest in city affairs. <br />Background: <br />In2014thenewlyestablishedCommunityEngagementCommissionincludedinits <br /> <br />2015prioritiesareviewofthe/źƷǤ͸ƭzoningnotificationprocess,includingtheeffectivenessofits <br />communicationswiththegeneralpublic.LaterthatyearItaskedthePlanningCommissiontojoinin <br />thisreview,sincethatCommissionplaysacriticalroleinmonitoringthe/źƷǤ͸ƭzoningordinanceand <br />makingrecommendationstotheCouncilonzoningnotificationchanges.Withoutpresupposingthat <br />theexistingzoningnotificationpoliciesandprocedureswereinanywaydeficient,bothCommissions <br />feltthatsuchajointreviewwouldbereasonableandproductive.Inordertoaccomplishthis,in <br />October2014theCommunityEngagementCommissionandthePlanningCommissionagreedtoforma <br />jointTaskForcetoreviewthe/źƷǤ͸ƭzoningnotificationprocess. <br />InDecember2014theRosevilleCityCouncilapprovedtheCommunityEngagement/ƚƒƒźƭƭźƚƓ͸ƭwork <br />planwhichincludedauthorizationtoformajointtaskforcewiththePlanningCommissiononzoning <br />notification.Thepurposeofthistaskforcewastoreviewthe/źƷǤ͸ƭcurrentzoningnotificationprocess <br />andformatsoastoenableallthosewhomaybeaffectedbyzoningandlandusedecisions,orwho <br />tobealertedthatachangewas <br />havelegitimateinterestintheeffectsofzoningandlandusedecisions, <br />beingconsidered,andfurthermoretohavetheopportunityforinputintozoningdeliberationsandthe <br />decisionprocess. <br />DuringtheTaskCƚƩĭĻ͸ƭdeliberationsstaffclarifiedthatthedefinitionofnotificationsneededto <br />includetheCommunityDevelopment5ĻƦğƩƷƒĻƓƷ͸ƭformalnotificationprocessforlandusechanges, <br />ComprehensivePlanMapchanges,ZoningMapchanges,InterimUse,ConditionalUse,ThreeParcel <br />MinorSubdivision,Variance,andprojectsthatrequirespecifiedtypesofenvironmentalreview. <br />Severalaspectsofcurrentnotificationpractices,inparticulartheabsenceofnotificationtorenters, <br />hadcomeunderquestionastotheirfulfillmentoftheaforementionedgoalsofinclusion,fairnessand <br />transparency.Itwasintendedthatareviewwouldaddressanyareasforimprovementgenerally,and <br />intheseparticularareasspecifically: <br />4 <br /> <br />
