ZONINGNOTIFICATIONTASKFORCEREPORT <br /> <br />2)PolicyZoning Notification <br />: <br /> <br />TheTaskForcediscussedthetypesofzoningissueswhichcouldrequireextraordinarynotification, <br />thatis,notificationbeyondwƚƭĻǝźƌƌĻ͸ƭstandardareaofwithin500feetofthepropertyproposed <br />forzoningchanges,whichalreadyexceedstheStaterequirementof350feet.Itshouldbenoted, <br />however,thatstatelawrequiresthatcitiesnotifypropertyownerswithin350feetofproposed <br />changestotheComprehensivePlanorZoningNotice.ThuscurrentlytheCityofRosevilleexceeds <br />thestatemandatedareafornotification. <br />TheTaskForceconcurredthatsomezoningchangeswouldimpactresidencesandbusinesses <br />beyondaradiusof500feetandassuchwouldthereforerequirealargerradiusfornotification. <br />TheTaskForcedeterminedtodesignatethisextendednotificationasExtraordinaryNotification. <br />Thesezoningchangesarelistedbelow <br />TheTaskForcereviewedanumberofsituationsthatmayjustifysomesortofExtraordinary <br />Notificationaslistedbelow: <br />A. <br />significantenvironmentalimpactwhichcouldbedefinedasanyprojectorpublicimprovement <br />requiringanEnvironmentalAssessmentWorksheet(EAW); <br />B. <br />ƦƩƚƆĻĭƷ͸ƭextraordinarysize,volume,andmass; <br />C. <br />ƦƩƚƆĻĭƷ͸ƭlargedrawand/orcommunitywideimpact <br />D. <br />ƦƩƚƆĻĭƷ͸ƭadjacencytoschoolorpark; <br />E. <br />projectsadjacencytopublicplacesofassembly; <br />F. <br />significanttrafficimpactbeyondtheƦƩƚƆĻĭƷ͸ƭzoningnoticeareaofwithin500feet; <br />G. <br />nuisancelevelprojectssuchasloudandpersistentnoise,and <br />H. <br />negativeimageonthecommunitycausedbytheproject. <br />AfterfurtherdiscussionbyTaskForceandstaff,itwasdecidedthatthreeofthepossiblezoning <br />changeslistedabove(#5,#7,and#8)shouldbedeletedsincetheywerealreadycoveredbyanother <br />proposedchange(suchastheinstallationofonpremisesnotificationsignage)ortheywerealready <br />coveredbyanothercategory.Intheend,itwasdecidedthatExtraordinaryNotificationshouldbe <br />utilizedforproposalsthatwouldrequireanEnvironmentalAssessmentWorksheet(EAW)or <br />EnvironmentalImpactStatement(EIS).TheTaskForceƩĻĭƚƒƒĻƓķĻķΓğƓķStaffagreedtoalso <br />utilizesomeoralloftheExtraordinaryNotificationprocessesonacasebycasebasisforissuesthat <br />mighthavesignificantwidespreadcommunityinterest,suchasalargeupdateoftheComprehensive <br />Plan. <br />OtherproposedprojectsmayalsorequireextraordinarynotificationasdeterminedbythePlanning <br />CommissionorCityCouncil. <br />ThustheTaskForceunanimouslyagreedthatthefollowingzoningchangeswouldrequire <br />extraordinarynotificationbeyondthecurrentstandardof500feet. <br />6 <br /> <br />
