04/06/2016 <br />AgendaDate: <br />REQUEST FOR PLANNING COMMISSION ACTION <br />AgendaItem: <br />Division Approval Agenda Section <br />UB <br />NFINISHED USINESS <br />Conditional Use <br />Item Description: Request by Vogel Mechanical for a approval to allow <br />limited production and processing as an accessory use within its <br />headquarters at 2830 Fairview Avenue <br /> (PF16-007). <br />The action deadline for this request extended to June 2, 2016. <br />B <br />1 <br />ACKGROUND <br />On March 2, 2016, the Roseville Planning Commission tabled action on Vogel Mechanical’s <br />2 <br />request for Conditional Use (CU) of a limited production and processing as an accessory use in <br />3 <br />order to seek additional information regarding whether a fence could be constructed within the <br />4 <br />easement located along the north side of the property. <br />5 <br />Planning Division staff has looked into this request and concluded that there is conflicting <br />6 <br />information on whether one can or should construct a fence near the existing cable line or within <br />7 <br />the easement. Although representatives of CenturyLink have given permission to construct a <br />8 <br />fence within the easement and within 2 feet of the existing cable line, Planning Division staff <br />9 <br />believes such an endeavor may not be in the best interest of the property owner, as there are no <br />10 <br />guarantees the fence would not be damaged or portions removed at owner’s expense should <br />11 <br />maintenance on the cable line be necessary. <br />12 <br />Planning Division also has concluded that obtaining written permission and guarantees against <br />13 <br />damage and/or removal at owner’s expense from senior representatives within CenturyLink <br />14 <br />would be difficult. <br />15 <br />Regarding adequate separation between fences, Corey Yunke of the Roseville Police Department <br />16 <br />has indicated minimal to no public safety concern based upon placement of fences, should the <br />17 <br />Vogel fence be 5 to 10 feet south of the property line and neighbors install fences at their rear <br />18 <br />yards. <br />19 <br />ROR <br />20 <br />EVIEW FEQUEST <br />The request by Vogel Mechanical is to permit the addition of a single employee who would <br />21 <br />complete specialty fabrication of sheet metal and other products related to the business. <br />22 <br />Planning Division staff has determined this single employee and the subsequent minor <br />23 <br />fabrication they would complete would be an accessory use in the limited production/processing <br />24 <br />use category (see definition below) <br />25 <br />Limited production/processing - accessory use: <br /> Light manufacturing, fabrication, assembly, <br />26 <br />processing, packaging, research, development, or similar ancillary or accessory uses which are <br />27 <br />conducted indoors and which would not be disruptive of, or incompatible with, other office, <br />28 <br />retail, or service uses that may be in the same building or complex.
