The action deadline for this request extended to June 2, 2016. B 1 ACKGROUND On March 2, 2016, the Roseville Planning Commission tabled action on Vogel Mechanical’s 2 request for Conditional Use (CU) of a limited production and processing as an accessory use in 3 order to seek additional information regarding whether a fence could be constructed within the 4 easement located along the north side of the property. 5 Planning Division staff has looked into this request and concluded that there is conflicting 6 information on whether one can or should construct a fence near the existing cable line or within 7 the easement. Although representatives of CenturyLink have given permission to construct a 8 fence within the easement and within 2 feet of the existing cable line, Planning Division staff 9 believes such an endeavor may not be in the best interest of the property owner, as there are no 10 guarantees the fence would not be damaged or portions removed at owner’s expense should 11 maintenance on the cable line be necessary. 12 Planning Division also has concluded that obtaining written permission and guarantees against 13 damage and/or removal at owner’s expense from senior representatives within CenturyLink 14 would be difficult. 15 Regarding adequate separation between fences, Corey Yunke of the Roseville Police Department 16 has indicated minimal to no public safety concern based upon placement of fences, should the 17 Vogel fence be 5 to 10 feet south of the property line and neighbors install fences at their rear 18 yards. 19 ROR 20 EVIEW FEQUEST The request by Vogel Mechanical is to permit the addition of a single employee who would 21 complete specialty fabrication of sheet metal and other products related to the business. 22 Planning Division staff has determined this single employee and the subsequent minor 23 fabrication they would complete would be an accessory use in the limited production/processing 24 use category (see definition below) 25 Limited production/processing - accessory use: Light manufacturing, fabrication, assembly, 26 processing, packaging, research, development, or similar ancillary or accessory uses which are 27 conducted indoors and which would not be disruptive of, or incompatible with, other office, 28 retail, or service uses that may be in the same building or complex.
