The <br />94 <br />definition of this use specifically states “ancillary or accessory uses which are conducted <br />95 <br />indoors and which would not be disruptive of, or incompatible with, other office, retail, or <br />96 <br />service uses that may be in the same building or complex.”Planning Division finds that <br />97 <br />limited production and processing as an accessory use is compatible with the existing office <br />98 <br />use and other uses in the neighborhood. <br />99 <br />d. <br />The proposed use will not create an excessive burden on parks, streets, and other public <br />100 <br />facilities. Planning Division staff does not expect the addition of this accessory use to create <br />101 <br />an excessive burden on parks, streets, or other public facilities. Vogel Mechanical is a small <br />102 <br />Monday-Friday company with a majority of work performed off-site at various locations <br />103 <br />throughout the Metro. As such, they will have a limited impact on public facilities such a <br />104 <br />water and sanitary sewer, streets or parks. The proposed use appears to be less intensive than <br />105 <br />the previous use (Aramark), which had a lot of trucking activity. <br />106 <br />e. <br />The proposed use will not be injurious to the surrounding neighborhood, will not negatively <br />107 <br />impact traffic or property values, and will not otherwise harm the public health, safety, and <br />108 <br />general welfare. Planning Division staff anticipates that if limited production and processing <br />109 <br />as an accessory use is approved, it would add very little traffic to the adjacent road network. <br />110 <br />Similarly, the primary use has a very limited impact, given the small size of the business. <br />111 <br />This additional traffic created by a single limited production and processing employee would <br />112 <br />be minimal and not impose an excessive burden on the public street infrastructure. Staff also <br />113 <br />believes the addition of limited production and processing as an accessory use in this location <br />114 <br />would not have a noticeable effect on the value of nearby property as the area is currently <br />115 <br />occupied by a mix of similar uses. Lastly, as addressed in “c” above, the proposed use by <br />116 <br />Vogel Mechanical complies with the definition of Limited production/processing - accessory <br />117 <br />use, specifically: “ancillary or accessory uses which are conducted indoors and which would <br />118 <br />not be disruptive of, or incompatible with, other office, retail, or service uses that may be in <br />119 <br />the same building or complex.” <br />120 <br />PDA <br />LANNINGIVISIONNALYSIS <br />121 <br />On June 23, 2014, the Roseville City Council approved a resolution allowing an Interim Use <br />122 <br />(IU) of the subject property. This approval allowed Vogel Mechanical (then Vogel Sheetmetal) <br />123 <br />to use the building and site as their corporate headquarters, including the limited production and <br />124 <br />processing component. The reason the IU was necessary is because the non-conforming status of <br />125 <br />the former use expired and the property reverted to the former zoning designation of High <br />126 <br />Density Residential. In January of this year, the City changed the zoning of the property from <br />127 <br />HDR-1 to Community Mixed-Use-1, which now permits the office uses and allows the applicant <br />128 <br />to apply for a CU regarding the limited production and processing as an accessory use. <br />129 <br />During the public hearing at the Commission meeting of June 4, 2014, and again at the City <br />130 <br />Council meeting of June 23, 2014, concerns by neighbors were expressed regarding the need to <br />131 <br />screen the site to better protect the adjacent neighborhood from potential production and <br />132 <br />processing activity.
