If the Planning Commission <br />181 <br />were to seek the location that is most in line with past practice and best serves as a visual screen, <br />182 <br />this location would be to place the fence adjacent the rear parking lot due to the larger visual <br />183 <br />angles that are blocked by the fence being in closer proximity to what is being screened. All <br />184 <br />three options will serve as a visual screen. <br />185 <br />It should be noted that the requirements of Section 1011.03.B do not require the screen to be a <br />186 <br />fence. Additional techniques are acceptable including the use of berming and landscaping. <br />187 <br />Typically, in front yard situations like the Vogel employee and visitor parking lot, landscaping <br />188 <br />and berming have often been the preferred method of screening since the vehicle headlight <br />189 <br />screening can be managed with berms and landscaping which is more visually pleasing for a <br />190 <br />front yard than a fence. <br />191 <br />Buffer Area Screening: <br />The setback requirements established for uses in each district are <br />192 <br />intended to act as buffers between those districts and uses, but heightened screening is <br />193 <br />appropriate between low-density residential dwellings and more intensive uses. For all new <br />194 <br />construction in all districts that lie adjacent to or across the street from LDR Districts, therefore, <br />195 <br />additional screening shall be implemented as required herein. <br />196 <br />1. Exception: The requirements in this subsection shall be applied in addition to the preceding <br />197 <br />general landscaping requirements, except that they shall not apply to Low Density Residential <br />198 <br />or Park and Recreation Districts. <br />199 <br />2. Acceptable Screening: Screening requirements of this Title shall be satisfied through the use <br />200 <br />of buildings, berms, solid board-on-board fences, walls, planting screens, evergreen trees, <br />201 <br />hedges, or some combination thereof. If the topography, existing vegetation, permanent <br />202 <br />structure, or other feature creates a barrier which achieves the standards of this section, they <br />203 <br />may be substituted. <br />204 <br />a. Screen Fences and Walls: Any screen fence or wall shall be constructed of attractive, <br />205 <br />permanent finished materials, compatible with those used in the construction of the principal <br />206 <br />structure. Such screens shall be at least 6 feet in height and shall be 100% opaque. <br />207 <br />b. Planted Screening: Any planting screens shall consist of healthy plants, shall be at least 6 <br />208 <br />feet in height, and shall be designed to provide a minimum year round opacity of 80% at the <br />209 <br />time of installation. <br />210 <br />c. Notwithstanding these requirements, screening along street rights-of-way shall be maintained <br />211 <br />at a height not less than 3 feet nor more than 4 feet. <br />212 <br />3. Maintenance: Screen fences and walls which are in disrepair shall be promptly repaired. <br />213 <br />Planted screens shall be maintained according to the normal landscape maintenance <br />214 <br />requirement of Section 1011.03A8 <br />215 <br />Roseville’s Development Review Committee, a body comprised of staff from various City <br />216 <br />departments, met on February 11 and 18, 2016, to discuss the application. There were no <br />217 <br />technical concerns pertaining to the CU provided by DRC members.
