EXTRACT OF MINUTES OF MEETING OF THE <br />VARIANCE BOARD OF THE CITY OF ROSEVILLE <br />Pursuant to due call and notice thereof, a public hearing was held at the regular meeting of the <br />1 <br />nd <br />Variance Board of the City of Roseville, County of Ramsey, Minnesota, on the 2 day of March, <br />2 <br />2016, at 5:30 p.m. <br />3 <br />The following members were present: <br />4 <br />and the following members absent: <br />5 <br />Variance Board Member introduced the following resolution and moved its adoption: <br />6 <br />VB RESOLUTION NO. 117 <br />7 <br />A RESOLUTION APPROVING VARIANCES TO §1005.02.A, CORNER BUILDING <br />8 <br />PLACEMENT; §1005.04.F, FRONTAGE REQUIREMENT; AND §1019.04 MINIMUM <br />9 <br />PARKING REQUIREMENTS (TABLE 1019-1) OF THE ROSEVILLE CITY CODE AT <br />10 <br />621 LARPENTEUR AVENUE, COMO PARK ANIMAL HOSPITAL (PF16-005) <br />11 <br />WHEREAS, City Code §1005.02.A, Corner Building Placement, requires buildings <br />12 <br />placed at intersections to have front and side façades aligned at or near the front property line; <br />13 <br />and <br />14 <br />WHEREAS, City Code §1005.04.F, Frontage Requirement, requires buildings at corners <br />15 <br />to be placed a minimum of five feet from the lot line along either street frontage for a minimum <br />16 <br />distance of 20 feet; and <br />17 <br /> WHEREAS, City Code §1019.04 Minimum Parking Requirements and Table 1019-1, <br />18 <br />require an animal hospital and veterinary clinic to provide 1 space for every 250 sq. ft. of gross <br />19 <br />floor area (gfa); and <br />20 <br />WHEREAS, Como Park Animal Hospital (CPAH) seeks to construct its new vet <br />21 <br />clinic/hospital on the subject vacant lot at the northwest corner of Dale Street and Larpenteur <br />22 <br />Avenue, which includes a new partial two-story 17,000 sq. ft. building and 46-stall parking lot; <br />23 <br />and <br />24 <br />WHEREAS, the subject property is legally described as: <br />25 <br />PIN: 14-29-23-44-0046 <br />26 <br />The South 185 feet of Lot 1, Asylum Outlots, except that part conveyed to the city of <br />27 <br />St. Paul by Deed recorded in Book 123 of Deeds, Page 517 and also except that part thereof <br />28 <br />which lies Easterly of the property conveyed to the City of St. Paul by said deed, according <br />29 <br />to the recorded plat thereof, Ramsey County, Minnesota <br />30 <br />WHEREAS, City Code §1009.04 (Variances) establishes the purpose of a is <br />31 VARIANCE <br />“to permit adjustment to the zoning regulations where there are practical difficulties applying to <br />32 <br />a parcel of land or building that prevent the property from being used to the extent intended by <br />33 <br />the zoning;” and <br />34 <br />Page 1 of 5 <br /> <br />
