f. <br />Strict compliance with the Design Standards contained within §1005.02 and 1005.04 <br />74 <br />is of the utmost importance to the Planning Division. However, when such <br />75 <br />requirements impinge on quality site and building design due to a unique or <br />76 <br />challenging lot features, and strict compliance could sacrifice efficient use and design <br />77 <br />of the building and property, the Planning Division concludes that such granting of <br />78 <br />variances would not alter the essential character of the locality. The property <br />79 <br />addresses design standards in a reasonable and practical manner, which does not <br />80 <br />sacrifice the public realm or the essential character of the neighborhood design, <br />81 <br />which the City is striving for in its Zoning Code. Additionally, a reduction in parking <br />82 <br />from a required 61 spaces to 46 or fewer, better addresses the parking demand for the <br />83 <br />use and the nature of the use allows the business to control demand through <br />84 <br />scheduling activities. This reduction will not alter the essential character of the <br />85 <br />locality and furthers the goal of not constructing unnecessary impervious area <br />86 <br />requiring additional storm water management. The project is required to meet buffer <br />87 <br />screening requirements and CPAH is currently working with the adjacent property <br />88 <br />owner to the north on a screening plan. <br />89 <br />NOW THEREFORE BE IT RESOLVED, by the Roseville Variance Board, to approve a <br />90 <br />Variance to §1005.02.A, Corner Building Placement; §1005.04.F, Frontage Requirement; and <br />91 <br />§1019.04 Minimum Parking Requirements (Table 1019-1) of the City Code for CPAH, on <br />92 <br />property addressed as 621 Larpenteur Avenue, subject to the following conditions: <br />93 <br />a. <br />The two accesses proposed along Larpenteur Avenue shall be approved by the Ramsey <br />94 <br />County Traffic Engineer. Should one of the two accesses be denied the site plan shall be <br />95 <br />appropriately revised and approved by the Public Works and Community Development <br />96 <br />Departments. <br />97 <br />b. <br />The applicant shall receive the appropriate written approvals from the Roseville <br />98 <br />Engineering and St. Paul Water Utility Departments to encroach a portion of the parking <br />99 <br />lot within the utility easement east of the eastern property line. <br />100 <br />c. <br />Review and approval of the site plan and building design by the Public Works and <br />101 <br />Community Development Departments, prior to the submittal of building permit <br />102 <br />application. <br />103 <br />104 <br />Page 3 of 5 <br /> <br />
