Roseville’s Development Review Committee (DRC) met on February 11 and 18 to discuss this <br />132 <br />application, and DRC members indicated support for the redevelopment as well as variances <br />133 <br />necessary to support building placement and site improvements. There were comments <br />134 <br />pertaining to the sidewalk location (5-foot-wide separation from curb and walkway) and site <br />135 <br />access along Larpenteur Avenue (controlled by Ramsey County), which the Planning Division is <br />136 <br />working on with the applicant’s consultant. <br />137 <br />PC <br />UBLICOMMENT <br />138 <br />At the time this report was prepared, Planning Division staff has not received any <br />139 <br />communications from the public about the variance request. <br />140 <br />RA <br />ECOMMENDEDCTION <br />141 <br />Adopt Variance Board Resolution 117 <br />(Attachment F) approving variances to §1005.02.A, <br />142 <br />Corner Building Placement; §1005.04.F, Frontage Requirement; and §1019.04 Minimum <br />143 <br />Parking Requirements and Table 1019-1 of the Roseville Zoning Code to allow Como Park <br />144 <br />Animal Hospitalto construct its new facility and other required site improvements at 621 <br />145 <br />Larpenteur Avenue, subject to the following conditions: <br />146 <br />a. <br />The two accesses proposed along Larpenteur Avenue shall be approved by the Ramsey <br />147 <br />County Traffic Engineer. Should one of the two accesses be denied the site plan shall be <br />148 <br />appropriately revised and approved by the Public Works and Community Development <br />149 <br />Departments. <br />150 <br />b. <br />The applicant shall receive the appropriate written approvals from the Roseville <br />151 <br />Engineering and St. Paul Water Utility Departments to encroach a portion of the parking <br />152 <br />lot within the utility easement east of the eastern property line. <br />153 <br />c. <br />Review and approval of the site plan and building design by the Public Works and <br />154 <br />Community Development Departments, prior to the submittal of building permit <br />155 <br />application. <br />156 <br />AA <br />LTERNATIVECTIONS <br />157 <br />Pass a motion to table one or more of the items for future action. <br />a. Denial should be supported by <br />161 <br />specific findings of fact based on the Variance Board’s review of the application, <br />162 <br />applicable zoning or subdivision regulations, and the public record. <br />163 <br />NS <br />EXT TEPS <br />164 <br />The decision of the Variance Board is final unless an appeal is filed.
