e. <br />The variance, if granted, will not alter the essential character of the locality. The use of <br />88 <br />high quality architectural and aesthetically pleasing manufactured materials, including <br />89 <br />the new metal panels, appear to be compatible with commercial properties in that area <br />90 <br />(Ramsey County Library), and therefore the Planning Division believes that the use of <br />91 <br />such materials on this building will not alter the essential character of the locality if this <br />92 <br />variance is approved. <br />93 <br />Section 1009.04 (Variances) of the City Code explains that the purpose of a variance is “to <br />94 <br />permit adjustment to the zoning regulations where there are practical difficulties applying to a <br />95 <br />parcel of land or building that prevent the property from being used to the extent intended by the <br />96 <br />zoning.” The proposal appears to compare favorably with all of the above requirements essential <br />97 <br />for approving variances. Moreover, the Planning Division believes §1005.02.F (Materials) may <br />98 <br />need to be reviewed for modification to afford a broader range of materials when such materials <br />99 <br />would make fine, reasonable, and acceptable primary materials for commercial buildings in <br />100 <br />order to avoid stifling architectural creativity. <br />101 <br />Roseville’s Development Review Committee (DRC) met on June 18, and 25, 2015, to discuss <br />102 <br />this application and members indicated support for the variance to allow the use of metal panels <br />103 <br />as a primary material. <br />104 <br />PC <br />UBLICOMMENT <br />105 <br />At the time this report was prepared, Planning Division staff has not received any communications <br />106 <br />from the public about the variance request. <br />107 <br />RA <br />ECOMMENDEDCTION <br />108 <br />Adopt Variance Board Resolution 115 <br />(Attachment F) approving a variance to §1005.02.F, <br />109 <br />(Materials) of the City Code to allow North American Banking to install metal siding in excess <br />110 <br />of the 10% accent material requirement (61% to the north, 14% to the south, 23% to the east, and <br />111 <br />24% to the west) on their building at 2230 Albert Street, subject to the following condition: <br />112 <br />a. <br />The composition of exterior materials on each building elevation shall be “substantially <br />113 <br />similar” to the attachment in the RVBA dated July 1, 2015, and be submitted to the City <br />114 <br />for review and approval. <br />115 <br />AA <br />LTERNATIVECTIONS <br />116 <br />Pass a motion to table one or more of the items for future action. <br />a. Tabling beyond <br />117 <br />August 9, 2015, would require extension of the 60-day action deadline established in <br />118 <br />Minn. Stat. §15.99. <br />119 <br />Adopt a resolution to deny the requested approval. <br />b.
