Attachment E <br />b. <br />The proposed development is generally consistent with the Comprehensive Plan in that it <br />represents in that it represents continuing investment in an existing commercial property, <br />achieves efficient use of the land, and enhances the creative quality to ensure the <br />aesthetic character. The proposal also achieves a number of the General Land Use Goals <br />and Policies identified in Chapter 4 of the Roseville 2030 Comprehensive Plan. <br />c. <br />The proposal is consistent with the intent of the zoning ordinances because the building is <br />creatively designed (uniqueness of the concrete exterior and the challenges in finding a <br />suitable material, both in product and cost) with the required Design Standards except for <br />the deviation in desired percentages of metal building materials. Such substantial <br />reinvestment is the basis of the current Zoning Ordinance; <br />d. <br />The proposal makes “reasonable” use of the property, but more importantly, the building <br />is designed in a reasonable manner with an exterior that takes into account aesthetics and <br />slight material variation. The proposal seeks to utilize the existing brick exterior and <br />eliminate (cover up) the 1965 concrete. To achieve this, the architect has selected to <br />integrate metal panels at various percentages throughout the exterior to create continuity <br />and aesthetic enhancements. §1005.02.F (Materials) could be seen as unreasonable in its <br />limitation on allowable materials, which can compromise the ability to use a broad range <br />of materials to address unique design elements, add creative architectural details, and <br />achieve cost effectiveness; <br />e. <br />The property possesses the kind of unique characteristics that justify approval of the <br />requested variance in this case relates to the uniqueness of the ribbed concrete exterior on <br />the north side of the building and the limited options available of suitable and cost <br />effective materials that can be used to cover up concrete. There is also the visual aspect <br />of any remodel, which in this case addresses the public realm very well; <br />f. <br />The use of high quality architectural and aesthetically pleasing manufactured materials, <br />including the new metal panels, appear to be compatible with commercial properties in <br />that area (Ramsey County Library), and therefore the Planning Division believes that the <br />use of such materials on this building will not alter the essential character of the locality <br />if this variance is approved. <br />NOW THEREFORE BE IT RESOLVED, by the Roseville Variance Board, to approve a <br />51% Variance to the north elevation, a 4% Variance to the south elevation, a 13% Variance to <br />the east elevation, and a 14% Variance to the west elevation from §1005.02.F (Materials) for the <br />remodeling project at North American Banking, 2230 Albert Street, subject to the following <br />conditions: <br />a. <br />The composition of exterior materials on each building elevation shall be “substantially <br />similar” to the attachment in the RVBA dated June 3, 2015, and be submitted to the City <br />for review and approval. <br />The motion for the adoption of the foregoing resolution was duly seconded by Variance Board <br />Member and upon vote being taken thereon, the following voted in favor: <br /> and voted against; <br />WHEREUPON said resolution was declared duly passed and adopted. <br />Page 2 of 3 <br /> <br />
